This article says the law sets the rules for protecting plant health in Rwanda and provides measures to control and contain pests, diseases, and related living-organism issues. This article defines terms used in the plant import law. Importing plants, plant products, or other items that may spread pests or disease requires a licence and a phytosanitary certificate from the competent authority. Some plant, plant product, or other material that can spread pests or disease may be exempt from the import licence and phytosanitary certificate requirement, as set by a Ministerial Order. An applicant who meets the requirements must be granted an import licence for plants and plant products within 30 days of the application being received.
