About this statute

This article defines “stateless person” and lists several groups to which the Convention does not apply. Every stateless person must follow the country’s laws and regulations and the measures taken to maintain public order. Contracting States must apply this Convention to stateless persons without discrimination based on race, religion, or country of origin. Contracting States must give stateless persons in their territory treatment at least as favourable as nationals on religion and religious education of children. This article says the Convention must not be used to reduce rights and benefits that a Contracting State already grants to stateless persons outside the Convention.
