About this statute

The older phytosanitary convention is abrogated for the African continent, and the present Convention applies to all Member States of the Organization of African Unity. Each Member State must use quarantine, certification, inspection, or other OAU-necessary measures for certain imported agricultural and biological items. Each Member State must apply quarantine, certification, inspection, or other necessary measures for specified goods and other items that the OAU considers a threat to agriculture. Each Member State must prohibit imports of listed living organisms, plants, seeds, soil, compost, packing material, and similar articles for a period proposed by the OAU. Each Member State must take appropriate action in its territory to deal effectively with plant diseases, insect pests, and other enemies of plants when they are considered a serious danger in Africa.
