This article says the law governs mining and quarry operations in Rwanda. Land owners or lawful occupiers keep full rights to the land, and if minerals or quarry deposits are found, they are entitled to fair compensation before mining starts.

Section 1
The decision on a mineral-rights transfer application must be notified to the applicant in writing within 60 days after the application is received.
Section 19
The holder of a quarry licence must follow several duties, including reporting as required, compensating damage, meeting health and safety standards, promoting gender equality activities, and paying taxes and duties.
Section 36
Operating in mineral or quarry exploration, exploitation, processing, or trading without a licence is an offence.
