This article defines key terms used in the Protocol, including accident, policy holder, motor vehicle, National Bureau, yellow card, Common Market, and Treaty. A compulsory third-party motor vehicle insurance scheme is established for vehicles crossing other Member States, and it must provide at least the minimum guarantees required by those Member States’ laws. This article sets up the Yellow Card motor insurance scheme, requires National Bureaux to issue Yellow Cards, and assigns them claim-settlement duties; the Council of Bureaux oversees the scheme’s legal, administrative, and financial operation. Member States must participate in the scheme as principal participants, and qualifying insurers must participate as subsidiary participants.
