4° seed certification agency: recognised agency in a country responsible for the certification of seed according to the relevant laws; 4° agence de certification agréée: agence agréée dans un pays chargée de la certification de semence conformément aux lois en la matière; 5° ikirango: igisobanuro icyo ari cyo cyose, ijambo, gishyizwe cyangwa ikimenyetso cyangwa cyometse ku gipfunyika cy’imbuto, gishyizwemo cyangwa se kigiherekeje hakurikijwe amategeko abigenga; igishushanyo 5° label: any legend, word, mark or design applied or attached to, included in, or accompanying any package of seeds in accordance with the relevant laws; 5° étiquette: toute légende, mot, symbole ou dessin appliqué ou inclus, ou accompagnant un emballage de semences conformément aux lois en la matière; 6° imbuto: igihingwa cyangwa igice cy’igihingwa gikoreshwa cyangwa kigenewe gukoreshwa mu gutubura icyo gihingwa, harimo intete, umurama, ingeri, umushibuka, umuzi, ingemwe, umugozi, ijisho, igihimba, ikimera cyakira ikindi, umubyare cyangwa ibijumba byakoreshejwe mu gutubura igihingwa cyangwa bigenewe gukoreshwa bityo; inguri, 7° imbuto fatizo: imbuto ikomoka ku mbuto remezo yatubuwe y’uwakoze ubwoko bw’igihingwa cyangwa undi muntu yahaye uruhushya rwo kumuhagararira; hakurikijwe amabwiriza 6° seed: plant or part of a plant which is or is intended to be used for propagation of a plant including, a grain, scions, seedling, corm, cutting, shoot, root, runner, node, stem, stock, banana pup or tubers which were used for propagation of a plant or are intended to be used as such; 6° semence: plante ou partie d’une plante utilisée ou destinée à être utilisée pour la propagation de cette plante et qui comprend une graine, scions, semis, rhizome, bouture, pousse, racine, stolon, nœud, tige, porte-greffe, rejet de bananier ou tubercules qui étaient utilisés pour la propagation d’une plante ou destinés à être utilisés comme telle; 7° pre-basic seed: seed of the generation directly derived from breeder seed under the direct control of the plant breeder or his duly accredited representative; 26 7° semence de pré-base: semence la multiplication de semence de souche et qui est produite sous le contrôle direct de l’obtenteur de variété végétale ou son représentant dûment accrédité; 8° certified seed: seed from the multiplication of basic seed whose quality has been approved through a legally recognized certification process; 9° imbuto nziza: imbuto yagenzuwe n’umuntu ubifitiye ibipimo ububasha, yatunganyijwe kandi yujuje by’ubuziranenge biteganywa n’iri tegeko; 9° quality seed: seed inspected by a competent person, processed and which is in conformity with quality standards prescribed by this Law; 8° semence certifiée: semence issue de la multiplication de semence de base dont la qualité a été approuvée suivant la procédure de certification légalement reconnue; 9° semence de qualité: semence inspectée par une personne compétente, conditionnée et qui est en conformité avec les normes de qualité prévues par la présente loi ; 10° imbuto remezo: ikurikiranirwa hafi n'umushakashatsi y'ibihingwa hakurikijwe amahame y'ubushakashatsi ikaba ariyo ikomokaho ibindi byiciro byose by’imbuto; imbuto ukora amoko 10° breeder seed: seed directly controlled by the plant breeder whose production complies with the plant breeding principles from which all other seed classes are produced; l’obtenteur dont 10° semence de souche: semence directement contrôlée par fait conformément aux principes de recherche, à partir de laquelle sont produites les autres catégories de semences; la production se 11° imbuto shingiro: imbuto yemewe, ikomoka ku mbuto fatizo, yatubuwe n’abatubuzi babiherewe uruhushya n’Urwego rubifitiye ububasha; 11° basic seed: approved progeny of pre-basic seed produced by seed growers authorised by the competent authority; 11° semence de base: descendance approuvée de semences de pré-base produites par des producteurs de semences agréés par l’autorité compétente; 12° imbuto yemewe: imbuto iri muri kimwe mu byiciro 12° prescribed seed: seed that falls in any of the by’imbuto zemewe gucuruzwa mu Rwanda; categories acceptable for sale in Rwanda; 13° imbuto zifite ubwiza bwemejwe: imbuto ikomoka ku mbuto shingiro cyangwa ku mbuto ifite ubwiza bwemewe, zimenyekanishwa n’uwazitubuye ko zujuje ibisabwa mu mabwiriza y'ubutubuzi bw'imbuto, zikemezwa n’inzego zibishinzwe zimaze kuzikorera ubugenzuzi; 13° quality declared seed: seed produced from basic or certified seed, declared by the producer as being in conformity with identity and quality standards governing seed production and approved by the competent authority after the verification of the quality; technical, 12° semence prescrite: semence appartenant à l’une des catégories acceptées pour la commercialisation au Rwanda; 13° semences de qualité déclarée: semence issue de semence de base ou de semence certifiée, déclarée par le producteur comme étant en conformité avec les normes techniques, l’identité et les normes de qualité régissant la production de semences et approuvées par l’autorité compétente après la vérification de cette qualité; 14° izina: inyito yahawe ubwoko bw’igihingwa; 14° denomination: generic designation of a plant variety; 14° dénomination: nom générique d’une variété végétale; 27 15° Minisitiri: Minisitiri ufite Ubuhinzi mu nshingano ze; 15° Minister: Minister in charge of Agriculture; 15° Ministre: Ministre ayant l’agriculture dans ses attributions; Official Gazette n° Special of 20/04/2016 16° ubwoko bw’igihingwa: itsinda ry’ibihingwa biri mu muryango umwe w’ibimera, bigatandukanywa n’imiterere igaragara cyangwa yihishe muri kamere, iyo intete, umurama, igihingwa cyangwa se agace kacyo bigumana ibibiranga byihariye; ibyo bihingwa babiteye bifashishije 16° plant variety: a collection of plants which distinguish themselves from other plants or their own species by morphological, physiological, cytological, chemical or any other characteristics and which in the case of sexual or asexual reproduction, conserve their distinctive characters; 17° umucuruzi w’imbuto: umuntu wemerewe gukora nibura umwe mu mirimo ijyanye no gutubura imbuto, kuzitunganya, kuzicuruza no gupima ubwiza bwazo muri laboratwari hakurikijwe amategeko abigenga; 17° seed dealer: a person licenced to engage in the business of seed production, conditioning or marketing and selling as well as testing seeds in laboratories in accordance with relevant laws; 16° variété végétale: ensemble des plantes appartenant à une même famille, qui se distinguent des autres plantes de caractères d'ordre physiologique, cytologique, chimique, lorsqu’elles font l’objet d’une reproduction sexuée ou asexuée, elles conservent leurs caractères distinctifs; espèce par des leur 17° prestataire des services de semences: personne autorisée à s’engager dans les activités de production de commercialisation de semences ainsi que dans les activités d’analyse de semences dans de laboratoires conformément aux lois en la matière; 19° umuhinzi muto: umuhinzi ufite ubutaka butarenze 19° small-holder farmer: a farmer who possesses a land hegitari imwe; whose size is equal or less than one hectare; 19° petit exploitant agricole: exploitant agricole qui possède un champ dont la superficie est inférieure ou égale à un hectare; 20° umuntu: umuntu ku giti cye, itsinda ry’abantu, ikigo, imirimo ishyirahamwe bikora isosiyeti cyangwa ijyanye n’imbuto n’amoko y’ibihingwa; 20° person: individual, group of people, corporation, company or association carrying out activities linked with seeds and plant varieties; 20° personne: personne physique, groupe de personnes, entreprise, société ou association s’occupant des activités relatives aux semences et variétés végétales; 21° umushakashatsi ukora amoko y’ibihingwa: umuntu wakoze ubwoko bushya bw’igihingwa, umukoresha we cyangwa uwo yeguriye uburenganzira kuri ubwo bwoko bw’igihingwa; 21° plant breeder: a person who developed a plant variety, his/her employer or successor in title; 21° obtenteur de variété végétale: personne qui a mis au point une nouvelle variété, son employeur ou son successeur en titre; 22° seed producer: any person approved by the relevant authority to produce seeds according to the standards set by relevant law; 23° usuzuma: umuntu kandi washyiriweho gusuzuma ingero z’imbuto hakurikijwe amategeko abigenga; ubumenyi ufite 24° utunganya imbuto: ubitifitiye uburenganzira, ushinzwe imirimo yo gusukura imbuto, guhungira n’indi mirimo yo gufata neza imbuto zigenewe gukoreshwa cyangwa kugurishwa. umuntu 23° analyst: a person qualified and designated to analyse seed samples according to relevant laws; 24° seed conditioner: a person authorized to deal with the treating or otherwise business of cleaning, conditioning seeds intended for use or sale. There is established a Committee responsible for evaluation, certification and registration of plant varieties and their withdrawal from the list. Each year, certified plant varieties are registered on a list provided for that purpose which is published by the Minister in the Official Gazette. Quality seed production is carried out by a seed producer authorized to do so, and is registered on the list of recognized seed producers. La production des semences de qualité est effectuée par un producteur de semences autorisé à le faire et enregistré sur la liste des producteurs agréés.

Quality seed marketing is be carried out by a person authorized to do so and who is registered on the list of recognized seed dealers. La commercialisation des semences de qualité est effectuée par la personne qui en a l’autorisation et qui figure sur la liste des prestataires des services de semences agréés. Imbuto z’ubwoko bw’igihingwa bwanditse ku rutonde rw’amoko y’ibihingwa yemewe mu Rwanda nizo zonyine zicuruzwa nk’imbuto nziza. Quality seed marketing applies only to those plant varieties that are entered on the national plant variety list. Any quality seed producer, conditioner and dealer must meet the prescribed requirements. Tout producteur, conditionneur et prestataire des services de semences de qualité doit remplir les conditions exigées. Iteka rya Minisitiri rigena ibisabwa kugira ngo umuntu yemererwe gutubura, gutunganya cyangwa gucuruza imbuto nziza. A ministerial Order determines the requirements for a person to be authorized to become a quality seed producer, conditioner or dealer. Un arrêté ministériel détermine les conditions à remplir pour avoir l’autorisation de producteur, conditionneur ou de prestataire des services de semences de qualité.

Iteka rya Minisitiri rigena ibipimo ngenderwaho mu gushyira imbuto mu cyiciro. Rigena kandi amabara y’ibirango bya buri cyiciro. A ministerial Order determines the criteria for putting seed varieties in categories. It also determines the colours of the labels for each category. Un arrêté ministériel détermine les critères de classement des semences dans des catégories. Il détermine également les couleurs des étiquettes pour chaque catégorie.
