Member States agree to follow basic principles on maritime cooperation, including solidarity, policy coordination, better port and maritime efficiency, and free access to the sea for land-locked Member States subject to transit-state laws. This article lists the objectives of African maritime cooperation, including harmonizing shipping policy, consulting on common positions, coordinating implementation of maritime conventions, and promoting regional cooperation. Member States must establish UCOMAR, a continental unit for coordinating shipping and port cooperation in Africa.
