About this statute

The WTO provides the common framework for trade relations among its Members, and the annexed multilateral agreements bind all Members. Article 3 says the WTO must support implementation of the agreement, provide negotiation forums, administer dispute settlement and trade review mechanisms, and cooperate with certain international financial institutions. This article sets up WTO governing bodies and gives them meeting, oversight, rule-making, and decision-making powers. The General Council must make arrangements for effective cooperation with intergovernmental organizations related to the WTO, and may make arrangements for consultation and cooperation with relevant non-governmental organizations. The article sets up the WTO Secretariat, gives the Ministerial Conference power to appoint the Director-General and set the DG’s rules of service, and requires WTO Members and Secretariat officials to preserve the Secretariat’s international character.
