Purpose and legislative effect
“The CDF Director attends Board meetings as rapporteur, may speak, but cannot vote, and must not participate when the Board is deciding matters that personally concern the Director.”
The CDF Director attends Board meetings as rapporteur, may speak, but cannot vote, and must not participate when the Board is deciding matters that personally concern the Director. This article sets up the Common Development Fund (CDF), gives it legal personality and administrative and financial autonomy, and says it must be governed under public service laws. CDF’s headquarters is in Kigali, and it may be moved elsewhere in Rwanda if necessary. CDF must finance and monitor development projects and act as an intermediary with donors; Districts and the City of Kigali may still form direct partnerships with donors. CDF is supervised by the Ministry in charge of Local Government, and the Ministry and the Board of Directors must conclude a performance contract that sets each party’s powers, rights, and responsibilities.
