This article creates Rwanda Agricultural Development Authority (RADA) and says it has legal personality plus administrative and financial autonomy. RADA’s headquarters is in Kigali, may be moved elsewhere in Rwanda if necessary, and may open branches elsewhere in the country if necessary with a Prime Minister’s order. RADA must carry out Rwanda’s agricultural policy and carry out a set of support, coordination, and information duties for farmers and the agricultural sector. RADA is supervised by the Ministry in charge of agriculture, and the Ministry and the Board of Directors must conclude a performance contract that is signed by the Board Chairperson and the supervising Minister. The article says the contract under article 4 must clearly set out RADA’s governance responsibilities, expected results, and how its property/resources, operations, and ongoing evaluation/audit are handled.
