LAW N° 05/2006 OF 05/02/2006 MODIFYING AND COMPLEMENTING LAW N° 24/2003 OF 14/08/2003 ESTABLISHING THE FUNCTIONING AND ORGANISATION OF THE NATIONAL YOUTH COUNCIL

Ingingo ya mbere: Ingingo ya mbere y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Iri Tegeko rigena imiterere, inshingano, imikorere by’Inama y’Igihugu y’Urubyiruko n’imikoranire yayo n’izindi nzego za Leta». Article One: Article one of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “This law determines the organisation, mandate, functioning of the National Youth Council and its relations with other State institutions”. Article premier : L’article premier de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « La présente loi détermine l’organisation, les attributions, le fonctionnement du Conseil National de la Jeunesse et ses relations avec les autres institutions de l’Etat ».

Ingingo ya 2: Article 2: Article 2 : L’article 3 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Le Conseil National de la Jeunesse a son siège dans la Ville de Kigali, la Capitale de la République du Rwanda. Il peut, en cas de besoin, être transféré en tout autre lieu de la République.»

Ingingo ya 3 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inama y’Igihugu y’Urubyiruko ifite icyicaro cyayo mu Mujyi wa Kigali, Umurwa Mukuru wa Repubulika y’u Rwanda; gishobora kwimurirwa ahandi mu Rwanda bibaye ngombwa. Ingingo ya 3: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 3 bis iteye itya: «Ingingo ya 3 bis: Muri iri tegeko Urubyiruko bivuze umuntu wese ufite kuva ku myaka cumi n’ine (14) kugeza ku myaka mirongo itatu n’itanu (35) y’amavuko». Article 3 of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The National Youth Council has its head office in the City of Kigali, the Capital of the Republic; it may be transferred to elsewhere in Rwanda if considered necessary. Article 3: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with article 3 bis worded as follows: “Article 3 bis: In this law, “Youth” shall mean any person aged between fourteen (14) and thirty five (35) years”. Article 3 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 3 bis libellé comme suit : « Article 3 bis : Au sens de la présente loi « Jeune » signifie toute personne âgée de quatorze (14) à trente-cinq (35) ans. »

Ingingo ya 4: Article 4: Article 4 : L’article 5 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Les attributions du Conseil National de la Jeunesse sont les suivantes : 1° éduquer la jeunesse au patriotisme ; 2° 3° sensibiliser la jeunesse à la lutte contre l’idéologie du génocide ; sensibiliser la jeunesse à lutter contre le divisionnisme et à éviter tout acte de nature à l’entraîner dans des futilités ; rassembler les jeunes à travers des formations, des jeux, des loisirs et des débats instructifs pour les jeunes ; sensibiliser les jeunes aux activités de production et autres activités visant à contribuer à leur développement et à celui du pays ; soutenir les associations des jeunes et leur chercher des appuis ; sensibiliser les jeunes à la préservation et à la protection de l’environnement ; plaider en faveur des jeunes auprès de tous les organes ; sensibiliser les jeunes à la science et à la technologie et les initier à créer des emplois assurant leur développement et celui du pays ; 4° 5° 6° 7° 8° 9° 10° mettre en place un programme efficace de sensibilisation des jeunes à la prévention du SIDA et autres maladies ; 11° chercher, pour la jeunesse du Rwanda, un partenariat avec la jeunesse des pays étrangers ».

Ingingo ya 5 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inama y’Igihugu y’Urubyiruko ifite inshingano zikurikira: 1o gutoza urubyiruko umuco wo gukunda Igihugu; 2o gukangurira urubyiruko kurwanya ingengabitekerezo ya Jenoside, 3o gukangurira urubyiruko kurwanya amacakubiri n’ibindi bikorwa byose byaruganisha mu bitarufitiye akamaro; 4o guhuriza hamwe urubyiruko hakoreshejwe uburyo bunyuranye nk’amahugurwa, imikino, imyidagaduro n’ibiganiro mbwirwaruhame bigamije kugeza ku rubyiruko inyigisho zubaka; 5o gushishikariza urubyiruko ibikorwa nyongeramusaruro n’ibindi bikorwa bigamije kuruteza imbere no guteza imbere Igihugu; 6o gushyigikira no gukurikirana imikorere y’amakoperative, amashyirahamwe n’indi miryango y’urubyiruko; 7o gukangurira urubyiruko kwita no kubungabunga ibidukikije; 8o kuvuganira urubyiruko mu nzego zose; 9o gukangurira urubyiruko ubumenyi n’ikoranabuhanga no kurutoza kwihangira imirimo iruteza imbere ikanateza Igihugu imbere; 10o gushyiraho no gukurikirana gahunda zo gukangurira urubyiruko kugira isuku, kwirinda icyorezo cya SIDA n’izindi ndwara; 11o gushakira urubyiruko rw’u Rwanda umubano mwiza n’urubyiruko rwo mu mahanga». Ingingo ya 5: Article 5 of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The National Youth Council has the following mandate: 1° 2° 3° them; to educate the youth on the culture of patriotism; to sensitise the youth on the fight against Genocide ideology; to sensitise the Youth on the fight against divisionism and other acts that may not be productive to to sensitise the youth on productive activities and other activities aimed at developing them and the to bring together the youth using various mechanisms like training, sports, entertainment and public 4° debates aimed at delivering constructive education to them; 5° nation; 6° 7° 8° 9° them and the nation; 10° diseases; 11° to support and monitor the functioning of cooperatives, associations and other youth organisations; to mobilise the youth on preservation and protection of environment; to advocate for the youth at all levels; to sensitise the youth in science and technology and initiate them into job creation that may develop to promote cooperation between the youth of Rwanda and that of foreign countries”. to put in place and monitor programmes to sensitise the youth on hygiene, AIDS prevention and other Article 5: Article 5 : L’article 6 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Le Conseil National de la Jeunesse est composé des trois (3) organes suivants : 1° L’Assemblée Générale ; 2° Le Comité Exécutif ; 3° Le Secrétariat Exécutif. L’Assemblée Générale et le Comité Exécutif sont à l’échelon national, des Districts, des Secteurs et des Cellules ». Le Secrétariat Exécutif est au niveau national et au niveau de District. Il peut, selon les moyens disponibles, être établi aux autres niveaux.

Ingingo ya 6 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inama y’Igihugu y’Urubyiruko igizwe n’inzego eshatu (3) zikurikira: 1° Inteko Rusange; 2° Komite Nyobozi; 3° Ubunyamabanga Nshingwabikorwa. Inteko Rusange na Komite Nyobozi ziri ku rwego rw’Igihugu, urw’Uturere, urw’Imirenge n’urw’Utugari. Ubunyamabanga Nshingwabikorwa buri ku rwego rw’Igihugu n’urw’Akarere. Hakurikijwe ubushobozi buhari bwashyirwa no ku zindi nzego». Ingingo ya 6 : Article 6 of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The National Youth Council comprises of the following three organs: 1° 2° 3° the General Assembly; the Executive Committee; the Executive Secretariat. The General Assembly and the Executive Committee are at National, District, Sector and Cell levels” The Executive Secretariat is at the National and District levels. Depending on the availability of means, the Executive Secretariat may be at other levels’’. Article 6: Article 6 : L’article 8 de la loi n° 24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « L’Assemblée Générale à l’échelon national est l’organe suprême du Conseil National de la Jeunesse. Elle est composée: 1° des membres du Comité Exécutif du Conseil National de la Jeunesse au niveau national; 2° des membres des Comités Exécutifs du Conseil National de la Jeunesse au niveau des Districts ; 3° de huit (8) représentants du Forum des Etudiants de l’Enseignement Supérieur et huit (8) représentants du Forum des Etudiants de l’ Enseignement Secondaire. »

Ingingo ya 8 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inteko Rusange ku rwego rw’Igihugu ni rwo rwego rw’Ikirenga rw’Inama y’Igihugu y’Urubyiruko. Igizwe n’aba bakurikira: 1° Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rw’Igihugu; 2° Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rw’Uturere; 3° Intumwa umunani (8) zihagarariye ihuriro ry’Igihugu ry’Urubyiruko rwiga mu mashuri makuru n’intumwa umunani (8) zihagarariye ihuriro ry’Igihugu ry’Urubyiruko rwiga mu mashuri yisumbuye». Ingingo ya 8: Article 8 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The General Assembly at national level is the supreme organ of the National Youth Council. It comprises the following persons: 1° members of the Executive Committee of the National Youth Council at National level; 2° members of the Executive Committee of the National Youth Council at District level; 3° eight (8) delegates representing the National Youth Forum for Higher Learning Institutions and eight (8) delegates representing the National Youth Forum for Secondary schools.” Article 8: Article 8 : L’article 10 de la loi n° 24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : L’Assemblée Générale au niveau du District est composée : 1° des membres du Comité Exécutif du Conseil National de la Jeunesse au niveau du District ; 2° des membres du Comité Exécutif du Conseil National de la Jeunesse au niveau des Secteurs ; 3° de cinq (5) représentants du Forum des Etudiants de l’Enseignement Supérieur s’il y en a et cinq (5) représentants du Forum des Etudiants des institutions et établissements d’enseignement secondaire de ce District.

Ingingo ya 7: Article 7: Article 7 : L’article 9 de la loi n° 24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est abrogé.

Ingingo ya 9 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ikuweho. Ingingo ya 9: Article 9 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is hereby repealed. Article 9: Article 9 : L’article 11 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « L’Assemblée Générale au niveau du Secteur est composée : 1° des membres du Comité Exécutif du Conseil National de la Jeunesse au niveau du Secteur ; 2° des membres du Comité Exécutif du Conseil National de la Jeunesse au niveau des Cellules ». 3o de cinq (5) représentants du Forum des Etudiants des établissements d’enseignement secondaire du secteur s’il y en a.»

Ingingo ya 10 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inteko Rusange ku rwego rw’Akarere igizwe n’aba bakurikira: 1° Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rw’Akarere; 2° Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rw’Imirenge; 3° Intumwa eshanu (5) zihagarariye ihuriro ry’Igihugu ry’Urubyiruko rwiga mu mashuri makuru aho ari n’intumwa eshanu (5) zihagarariye ihuriro ry’Igihugu ry’Urubyiruko rwiga mu mashuri yisumbuye ari muri ako Karere». Ingingo ya 10: Article 10 of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The General Assembly at District level comprises of: 1° members of the Executive Committee of the National Youth Council at District level; 2° members of the Executive Committee of the National Youth Council at Sector level; 3° five (5) delegates representing the National Youth Forum for Higher Learning Institutions if they are there and five (5) delegates representing the National Youth Forum in Secondary Schools in that District.” Article 10: Article 10 : L’article 13 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Au niveau de la Cellule et du Secteur, l’Assemblée Générale ordinaire se réunit une fois les six (6) mois. Elle se réunit une fois par an aux autres niveaux ».

Ingingo ya 11 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inteko Rusange ku rwego rw’Umurenge igizwe n’aba bakurikira: 1° Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rw’Umurenge; 2° Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rw’Akagari; 3° Intumwa eshanu (5) zihagarariye ihuriro ry’Igihugu ry’Urubyiruko rwiga mu mashuri yisumbuye ari muri uwo Murenge aho ari». Ingingo ya 11: Article 11 of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The General Assembly at the level of the Sector comprises the following: 1° members of the Executive Committee of the National Youth Council at the level of the Sector; 2° 3° schools located in that Sector if they are there.” members of the Executive Committee of the National Youth Council at the Cell level; five (5) delegates representing the National Youth Forum studying in the secondary Article 11: Article 11 : L’article 14 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « A chaque niveau, l’Assemblée Générale se réunit valablement lorsque plus de la moitié de ses membres sont présents. Lorsque l’Assemblée Générale n’a pu siéger faute de quorum exigé, elle est convoquée pour la deuxième fois endéans huit (8) jours et se réunit sans tenir compte du quorum ».

Ingingo ya 13 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Ku rwego rw’Akagari n’urw’Umurenge, Inteko Rusange isanzwe iterana rimwe (1) mu mezi atandatu (6). Ku zindi nzego iterana rimwe (1) mu mwaka». Ingingo ya 13: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 14 ter iteye itya: «Ingingo ya 14 ter Inama zisanzwe z’Inteko Rusange zimenyeshwa abatumirwa mu nyandiko mu minsi cumi n’itanu y’akazi (15) mbere y’uko ziterana. Ubutumire bw’inama bugaragaza ibiri ku murongo w’ibyigwa ». Article 13 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “At the Cell and Sector level, the General Assembly holds its ordinary meeting once in every six (6) months. For other organs, the meeting shall be held once a year”. Article 13: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with Article 14 ter worded as follows: “Article 14 ter: The ordinary meetings of the General Assembly shall be notified to the invitees in writing in fifteen (15) days before they are held. The invitation shall indicate the items on the agenda of the meeting”. Article 13 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 ter libellé comme suit : « Article 14 ter : Les réunions ordinaires de l’Assemblée Générale sont communiquées quinze (15) jours ouvrables avant leur tenue. Les invitations à la réunion en indiquent les points à l’ordre du jour. »

Ingingo ya 14 y’Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ihinduwe kandi yujujwe ku buryo bukurikira: «Inteko Rusange kuri buri rwego iterana mu buryo bwemewe hari abarenga kimwe cya kabiri ((cid:1) ) cy’abayigize. Iyo Inteko Rusange itashoboye guterana kubera kubura umubare wa ngombwa, hatumizwa inama ya kabiri (2) mu minsi umunani y’akazi (8) igaterana hatitawe ku mubare w’abayitabiriye». Ingingo ya 14: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 14 quater iteye itya: «Ingingo ya 14 quater: Inteko Rusange ishobora guterana mu nama idasanzwe igihe cyose bibaye ngombwa. Itumizwa mu nyandiko n’Umuhuzabikorwa, Umuhuzabikorwa wungirije cyangwa bisabwe na kimwe cya gatatu (1/3) cy’abayigize. Yiga gusa ibiri ku murongo w’ibyigwa». Article 14 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The General Assembly at each level shall meet legally and take decisions where half of its members are present. If the General Assembly fails to meet due to lack of the required number, the meeting shall be convened for the second time within eight days (8) irrespective of the number of participants”. Article 14 bis: The General Assembly shall be convened and chaired by the Coordinator or the Deputy Coordinator in case of absence of the Coordinator. In case both are absent or refuse to convene it, the General Assembly shall be convened by at least two thirds (1/3) of its members. In that case, the Assembly shall elect from among its members a chairperson of the session”. Article 14: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with article 14 quater worded as follows: “Article 14 quater: The General Assembly may meet in an extraordinary session at any time it considers it necessary. It is convened in writing by the coordinator, deputy coordinator or upon request by a third (1/3) of its members. It shall examine only items on the agenda. Article 14 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 quater libellé comme suit : « Article 14 quater : L’Assemblée Générale peut siéger en session extraordinaire chaque fois que de besoin. Elle est convoquée, par écrit, par le Coordinateur ou le Coordinateur Adjoint ou à la demande d’un tiers (1/3) de ses membres. Elle ne traite que les points à l’ordre du jour ».

Ingingo ya 12: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 14 bis iteye itya: «Ingingo ya 14 bis: Inteko Rusange itumizwa kandi ikayoborwa n’Umuhuzabikorwa cyangwa Umuhuzabikorwa wungirije iyo Umuhuzabikorwa adahari. Iyo bombi badashoboye kuboneka cyangwa banze kuyitumiza, Inteko Rusange itumizwa nibura na kimwe cya gatatu (1/3) cy’abagize Inteko Rusange. Icyo gihe Inteko Rusange yitoramo uyiyobora». Article 12: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented by article 14 bis worded as follows: Article 12 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 bis libellé comme suit : « Article 14 bis : L’Assemblée Générale est convoquée et dirigée par le Coordinateur ou le Coordinateur Adjoint en cas d’absence du Coordinateur . En cas d’absence simultanée du Coordinateur et du Coordinateur Adjoint, ou lorsqu’ils refusent de convoquer l’Assemblée Générale, celle-ci est convoquée au moins par un tiers (1/3) de ses membres. Dans ce cas, l’Assemblée élit en son sein un président de la séance».

Ingingo ya 15: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 14 quinto iteye itya: «Ingingo ya 14 quinto: Inteko Rusange ifata ibyemezo ku bwumvikane busesuye bw’abitabiriye inama. Iyo bidashobotse ibyemezo bifatwa ku bwiganze burunduye bw’amajwi y’abari mu nama. Iyo amajwi angana, iry’Umuhuzabikorwa ni ryo rikemura impaka». Article 15: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with Article 14 quinto worded as follows: “Article 14 quinto: The General Assembly shall take decisions through consensus. If it is not possible, the decisions shall be taken on the absolute majority vote of the members present. In case of a tie, the vote of the coordinator shall solve the dispute’’. Article 15 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 quinto libellé comme suit : « Article 14 quinto : Les décisions de l’Assemblée Générale sont prises par consensus. A défaut du consensus, les décisions sont prises à la majorité absolue des voix des membres présents. En cas de parité des voix, celle du Coordinateur est prépondérante.

Ingingo ya 16: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 14 sexto iteye itya: «Ingingo ya 14 sexto: Ibyemezo by’Inteko Rusange ku rwego rw’Igihugu bishyirwaho umukono n’abagize Komite Nyobozi ku rwego rw’Igihugu inama ikirangira. Ibyo byemezo bishyikirizwa Minisitiri ufite urubyiruko mu nshingano ze mu gihe kitarenze iminsi itanu y’akazi (5) uhereye ku munsi byafatiweho. Such decisions shall be forwarded to the Minister in charge of Youth in a period not exceeding five (5) working days from the date they are taken. The Minister in charge of Youth may, in writing, suspend the implementation of the decision in case they jeopardise the law, general interest or those of the National Youth Council. Such a decision of the Minister shall indicate reasons for suspending the implementation of the decision of the National Youth Council. If fifteen (15) working days, from when he or she received the decision elapse with no reaction from the Minister in charge of youth, such suspension shall be presumed adopted”. Article 16 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The General Assembly shall elect from among its members an Executive Committee made up of eight (8) persons from the cell level to the national level.” Article 16 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 sexto libellé comme suit : « Article 14 sexto: Les décisions de l’Assemblée Générale au niveau national sont signées par les membres du Comité Exécutif présents, immédiatement après la réunion. Elles sont transmisses au Ministre ayant la Jeunesse dans ses attributions endéans cinq (5) jours ouvrables de la date à laquelle elles ont été prises. Le Ministre ayant la Jeunesse dans ses attributions peut, par écrit, suspendre l’exécution d’une décision lorsqu’il estime qu’elle porte atteinte à la loi, à l’intérêt général ou à l’intérêt du Conseil National de la Jeunesse. Cette décision du Ministre doit indiquer les motifs de suspension de la décision du Conseil National de la Jeunesse. Si, endéans quinze (15) jours ouvrables de la notification de la décision , il n’y a aucune réaction de la part du Ministre ayant la Jeunesse dans ses attributions, la décision est réputée acceptée.»

For other levels, which do not have the Executive Secretariat, the minutes shall be taken by the elected Secretary. They shall be signed by the Coordinator or the Deputy Coordinator and the Secretary in case of absence of the Coordinator. A copy of the minutes shall be forwarded to the organ preceding the other superior organs of the General Assembly within fifteen (15) days from the date of their approval”. Article 17 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: Members of the Executive Committee of the National Youth Council, from the Cell to the National level, are elected for a term of five (5) years which may be renewed only once. An order of the Minister in charge of youth shall determine the modalities for electing members of the Executive Committee, procedures of their replacement as well as their attributions. The elections of the Executive Committee of the National Youth Council shall be organised by the National Electoral Commission’’. Article 17 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 septimo libellé comme suit : « Article 14 septimo : Le procès-verbal de l’Assemblée Générale à l’échelon doté d’un Secrétariat Exécutif est dressé par le Secrétaire Exécutif du Conseil National de la Jeunesse. Aux autres échelons, le procès verbal est dressé par le secrétaire élu. Il est signé par le Coordinateur ou le Coordinateur Adjoint en cas d’absence du Coordinateur et par le rapporteur . Une copie du procès-verbal est transmise à l’organe qui précède les autres organes supérieurs à l’Assemblée Générale endéans quinze (15) jours ouvrables de son approbation ».

Article 18 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “The Executive Committee at each level is composed of the following members: 1° a Coordinator; 2° a Deputy Coordinator; 3° a Secretary; 4° an advisor in charge of Finance and Development; 5° an advisor in charge of Education, Science, Technology, Culture and Sports; 6° an advisor in charge of Gender and Adolescence; 7° an advisor in charge of Health and Environment; 8° an advisor in charge of Information and Cooperation”. Article 18 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 14 octo libellé comme suit : « Article 14 octo : Les membres du Comité Exécutif au niveau national perçoivent des jetons de présence dont le montant est déterminé par Arrêté Présidentiel, lorsqu’ils ont participé à une réunion du Conseil ». Article 19: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with article 14 nono worded as follows: “Article 14 nono: The Executive Secretary or one of the members of the Executive Committee shall not attend the meeting which is examining issues which concern him or her.” Article 19 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: The Executive Committee at the National level has the following responsibilities: 1° 2° 3° 4° to implement the decisions of the General Assembly; to put in place an effective mechanism to coordinate the activities of the youth; to prepare for the General Assembly the necessary requirements in order to fulfil its mission; to advocate for the youth in decision making organs; to prepare the draft budget and transmit it to the General Assembly; to monitor the use of the resources of the National Youth Council; to prepare its annual report and transmit to the General Assembly and the Minister in charge of Youth; to examine the activity report contract and evaluation between the Ministry in charge of 5° 6° 7° 8° youth and the National Youth Council; 9° to perform any other duty that may be assigned by the General Assembly’’. Ingingo ya 20: Article 20: Article 20 : L’article 16 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « L’Assemblée Générale, du niveau de la Cellule au niveau national, élit en son sein un Comité Exécutif composé de huit (8) membres.»

Ingingo ya 21: Article 21: Article 21 : L’article 17 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : Les membres du Comité Exécutif du Conseil National de la Jeunesse du niveau de la cellule au niveau national sont élus pour un mandat de cinq ans renouvelable une seule fois. Un arrêté du Ministre ayant la Jeunesse dans ses attributions détermine les modalités d’élection des membres du Comité Exécutif, les modalités de remplacement ainsi que leurs attributions. Les élections des membres du Comité Exécutif du Conseil National de la Jeunesse sont organisées par la Commission Nationale Electorale.

Ingingo ya 22: Article 22: Article 22 : L’article 18 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Le Comité Exécutif est composé, à chaque niveau, des membres suivants : 1° un Coordinateur ; 2° un Coordinateur Adjoint ; 3° un Secrétaire ; 4° un Conseiller chargé des finances et du développement ; 5° un Conseiller chargé de l’éducation, de la science, de la technologie, de la culture, des sports et loisirs; 6° un Conseiller chargé du genre et des adolescents ; 7° un Conseiller chargé de la santé et de l’environnement ; 8° un Conseiller chargé de l’information et de la coopération ».

Article 23 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented as follows: “The Executive Secretary at the national level shall direct the daily activities of the national Youth Council. He or she is appointed to and removed from office by the order of the Prime Minister. The Executive Secretariat at other levels shall be directed by the Executive Secretary who is appointed in accordance with laws and regulations that govern the civil servants.” Article 23 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 18 bis libellé comme suit : « Article 18 bis : A chaque niveau, le Bureau du Conseil National de la Jeunesse est composé d’un Coordinateur, d’un Coordinateur Adjoint et d’un Secrétaire ».

Article 24: Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with article 18 ter worded as follows: “Article 18 ter: The Coordinator is responsible for: 1° coordinating the activities of the organ he or she represents; 2° preparing, convene and chair meetings of the Bureau and of the Executive as well as those of the General Assembly at his or her level; 3° supervising the activities of the Executive Committee; 4° representing the youth and conduct advocacy for them at all levels; 5° preparing the report of the organ he or she represents and to submit it to the Executive Committee. The Deputy Coordinator is responsible for: 1° replacing the Coordinator in all his or her duties in case absence; 2° assisting the Coordinator in his or her daily duties. The Secretary is responsible for: 1° receiving claims and proposals from the youth and to forward them to the concerned; 2° taking minutes of meetings of the Bureau, of Executive Committee and of the General Assembly for the which have no Executive Secretary”. The attributions of other members of the Executive Committee are provided for by Rules and Regulations of the National Youth Council.” Article 24 of Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is hereby repealed. Article 24 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 18 ter libellé comme suit : « Article 18 ter : Le Coordinateur est chargé de : 1° coordonner les activités de l’organe qu’il représente ; 2° préparer, convoquer et diriger les réunions du Bureau et du Comité Exécutif et de l’Assemblée générale à son niveau ; 3° diriger les travaux du Comité Exécutif ; 4° 5° préparer le rapport d’activités et le soumettre au Comité Exécutif et à l’Assemblée Générale. représenter les jeunes et plaider en leur faveur dans toutes les institutions; Le Coordinateur Adjoint est chargé de : remplacer le Coordinateur dans toutes ses attributions en cas d’absence ; 1° 2° assister le Coordinateur dans ses attributions. Le Secrétaire est chargé de : recevoir les doléances et les propositions de la jeunesse et de les transmettre à qui de droit ; 1° 2° dresser les procès-verbaux des réunions du Bureau, du Comité Exécutif et de l’Assemblée Générale pour les organes n’ayant pas de Secrétaire Exécutif. Abagize Komite Nyobozi y’Inama y’Igihugu y’Urubyiruko ku rwego rwa buri Karere ko mu Mujyi wa Kigali bitoramo umuntu umwe (1) ubahagararira mu Nama Njyanama y’Umujyi wa Kigali. Article 25: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented with article 18 quarter worded as follows: “Article 18 quater: Members of the Bureau at District and Sector levels shall represent the youth at their levels. Members of the Executive Committee of the National Youth Council at the level of each District within the City of Kigali shall elect from among themselves one person to represent them in the Council of the City of Kigali. The candidate shall not be a member of the Bureau”. The coordinator of the National Youth Council at the level of the District in which the Province has the head office represents the youth in the Coordination Committee of the Province. Article 25 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 18 quater libellé comme suit : « Article 18 quater : Les membres du Bureau au niveau des Districts et des Secteurs représentent la jeunesse dans les Conseils des Districts et des Secteurs à leur niveau. Les membres du Comité Exécutif du Conseil National de la Jeunesse, au niveau de chaque District de la Ville de Kigali, élisent parmi eux une personne devant les représenter au Conseil de la Ville de Kigali. Le candidat ne doit pas être membre du Bureau.» Le Coordinateur du Conseil National de la Jeunesse au niveau du District abritant le chef-lieu de la Province représente la jeunesse au Comité de Coordination de la Province.

Ingingo ya 26: Article 26: Article 26 : L’article 19 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : Le Comité Exécutif est chargé de : 1° mettre en exécution les décisions de l’Assemblée Générale ; 2° mettre en place un système approprié de coordination des activités de la jeunesse ; 3° préparer à l’intention de l’Assemblée Générale tous les documents nécessaires en vue de l’accomplissement de sa mission ; 4° plaider en faveur de la jeunesse dans les organes de prise de décision ; 5° élaborer le projet de budget et le soumettre à l’Assemblée Générale ; 6° assurer le suivi de l’utilisation du patrimoine du Conseil National de la Jeunesse ; 7° faire chaque année le rapport de ses activités et le soumettre à l’Assemblée Générale et au Ministre ayant la jeunesse dans ses attributions ; 8° examiner le contrat de plan d’action et d’évaluation des performances établi entre le Ministère ayant la jeunesse dans ses attributions et le Conseil National de la Jeunesse ; 9° assurer toute autre tâche lui confiée par l’Assemblée Générale.

Ingingo ya 27: Article 27: Article 27 : L’article 23 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Le Secrétaire Exécutif au niveau national assure la gestion journalière du Conseil National de la Jeunesse. Il est nommé et révoqué par Arrêté du Premier Ministre. Article 29: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented by article 23 ter worded as follows: “Article 23 ter: The Executive Secretary is responsible for: to properly manage the personnel and all the materials of the head office of the National Youth to prepare and forward to the Executive Committee the draft of the strategic plan and the to monitor and direct daily activities of the National Youth Council; to prepare and forward to the meeting of the Executive Committee the draft budget of the 1° 2° National Youth Council; 3° operational plan of the National Youth Council; 4° Council; 5° 6° 7° 8° 9° Youth Council; 10° to attend the meetings of the Executive Committee and the General Assembly and be the Secretary; 11° to perform other duties related to his or her responsibilities as may be requested by the Executive Secretary.” to organise the meetings of the Executive Committee of the National Youth Council; to forward to the Executive Committee the activity report of the National Youth Council; to monitor on a daily basis the activities of National Youth Council organs; to monitor on a daily basis the use of resources of the National Youth Council; to monitor on a daily basis the use of resources of the projects operating in the National The Executive Secretary at national level is entrusted with preparing and submitting to the Executive Committee at national level the draft internal rules and regulations of the national Youth Council”. Article 29 of Law n°24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is modified and complemented as follows: “Audit of the property of the National Youth Council shall be conducted by: 1° 2° the internal audit of the National Youth Council; the Office of the Auditor General for State Finances”. Komite Nyobozi ku rwego rw’Igihugu ishobora guhagarikwa by’agateganyo igihe kitarenze amezi atatu (3) iyo yagaragayeho imicungire mibi y’Inama y’Igihugu y’Urubyiruko. Ingingo ya 30 nono : Iteka rya Perezida wa Repubulika rishobora kandi gusesa Inzego z’Inama y’Igihugu y’Urubyiruko bitewe n’imwe mu mpamvu zikurikira : 1° bibaye ngombwa ko amatora y’abagize inzego z’Inama y’Igihugu y’Urubyiruko ajyana n’amatora y’abagize izindi Nzego z’Ubuyobozi bw’Igihugu ; igihe cyose bibaye ngombwa kubera inyungu rusange z’Igihugu”. 2° Article 30: Article 30 of Law n° 24/2003 of 14/08/2003 is replaced by Chapter V BIS concerning relations between the National Youth Council and other institutions which is composed of article 30, 30 bis, 30 ter, and 30 quater are worded as follows: “CHAPTER V BIS: RELATIONS BETWEEN THE NATIONAL YOUTH COUNCIL AND OTHER INSTITUTIONS Article 30: The members of the Executive Committee of the National Youth Council shall collaborate with other central administration organs at the level of their operation. They shall forward their plan of action and activity reports to those organs. Such organs shall monitor and assist in the implementation of such plans forwarded by the National Youth Council. Each administrative organ which has a legal personality shall provide in its budget an item to support the plans of action of the development of the youth. Article 30 bis: The National Youth Council shall establish a performance contract with the ministry in charge of youth. Such a contract shall indicate competence, rights and responsibilities of either party in order for the National Youth Council to fulfil its mission. Such a contract shall provide inter alia: the responsibilities of the organs of the National Youth Council; targets of the National Youth Council; the source and the use of the property of the National Youth Council; 1° 2° 3° 4° audit mechanisms. After approval by Cabinet meeting, such a contract shall be signed by the Coordinator of the National Youth Council and the Minister in charge of Youth. Article 30 quater: The National Youth Council may collaborate with other public organs and non governmental organisations but such collaboration shall be aimed at developing the youth and the nation.” Article 30 quinto: The General Assembly of the National Youth Council at the level of the Sector, District or at the national level may be dissolved if proved that its members are characterised by divisionism based on any form of discrimination. Such a decision shall be taken by the President of the Republic upon advice from the Minister in charge of youth and the Minister in charge of Local government. Where some of the members of the dissolved General Assembly are not prosecuted by a court, they may again run as candidates in the following elections unless such lack of legal action is due to lack of majority age for criminal liability. Article 30 sexto: The Executive Committee of the National Youth Council at each level shall be dissolved if two thirds (2/3) of members of the General Assembly move a motion of no confidence and notified to a superior organ. At the national level, it is notified to the Minister in charge of youth. Article 30 septimo: A member of the Executive Committee, at each level, may be dismissed or replaced before the expiry of his or her term of office upon approval by two thirds (2/3) of the members present in the General Assembly due to any of the following reasons: if he or she resigns in writing; in case of failure to attend meetings for three (3) consecutive periods in a year with out sound reasons; if he or she jeopardises the interests of the youth; if he or she develops any sickness or a disability that may prevent him or her from discharging his or incapacity to discharge his or her duties ; if definitively sentenced to a term of imprisonment equal to or more than six (6) months; if characterised by any form of discrimination; in case of mismanagement, squander, damage or waste, embezzle or steal the property of the National 1° 2° 3° 4° Youth Council; 5° 6° 7° 8° her responsibilities after approval by a state recognised physician; 9° if definitively sentenced due to the crime of Genocide; 10° if he or she confesses or admits the crime of Genocide; 11° if proved that he or she no longer fulfils the conditions based on during is or her election on the Executive Committee; 12° in case of the dissolution of the Executive Committee; 13° in case of death. Article 30 Octo: A member of the Executive Committee may be suspended for a period not exceeding six (6) months due to the following reasons: 1° 2° in order not to jeopardise the investigations on the mistakes alleged against him or her; if he or she shows any inappropriate behaviour as a leader of youth; The suspension shall be accompanied by a letter explaining the reasons for it. The Executive Committee at national level may be suspended for a period not exceeding three (3) months if it is proved that it has ineffectively managed the National Youth Council. This suspension shall be aimed at facilitating evaluation of the functioning of the Executive Committee. This decision shall be taken by the General Assembly by the absolute majority of votes of the members present in the General Assembly at the national level. Article 30 nono: A Presidential order may also dissolve organs of the National Youth Council due to one of the following reasons: 1° where it is considered necessary that elections of the organs of the National Youth Council are conducted in the same period with those of administrative entities of the Country; 2° at any time it is considered necessary due to national interest.” Article 30 : L’article 24 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est abrogé. Article 30: Les membres du Comité Exécutif du Conseil National de la Jeunesse oeuvrent avec les organes de l’Administration, chacun à son niveau. Ils transmettent le plan d’action et le rapport de leurs activités à ces organes. Ces organes assistent et assurent le suivi de la mise en œuvre des plans d’action leur soumis par le Conseil National de la Jeunesse. Chaque entité administrative dotée de la personnalité juridique prévoit dans son budget une ligne budgétaire destinée aux programmes de développement de la jeunesse. Article 30 bis: Le Conseil National de la Jeunesse établit un contrat de performance avec le Ministère ayant la jeunesse dans ses attributions. Ce contrat détermine les compétences, les droits et les obligations de chaque partie en vue d’aider le Conseil National de la Jeunesse à réaliser ses objectifs. Ce contrat doit préciser notamment : 1° 2° 3° 4° les attributions des organes du Conseil National de la Jeunesse ; les objectifs du Conseil National de la Jeunesse ; les sources et les modalités d’utilisation du patrimoine du Conseil National de la Jeunesse ; les modalités de contrôle. Après adoption par le Conseil des Ministres, ce contrat est signé par le Coordinateur au niveau national du Conseil National de la Jeunesse et le Ministre ayant la jeunesse dans ses attributions. Article 30 ter: Les deux (2) Députés élus par le Conseil National de la Jeunesse sont autorisés à participer à toutes les réunions des organes du Conseil National de la Jeunesse, de suivre de près tous les programmes du Conseil mais n’ont pas de voix délibérative lors de la prise de décisions. Article 30 quater: Le Conseil National de la Jeunesse peut collaborer avec les autres institutions publiques et les organisations non gouvernementales. Cette collaboration doit viser la promotion de la jeunesse et le développement du pays en général. » Article 30 quinto : L’Assemblée Générale du Conseil National de la Jeunesse au niveau du Secteur, du District ou au niveau national peut être dissoute lorsqu’il apparaît évident que ses membres ont des visées divisionnistes et discriminatoires. Cette décision de dissolution est prise par le Président de la République sur avis du Ministre ayant la Jeunesse dans ses attributions ainsi que le Ministre ayant l’Administration Locale dans ses attributions. Lorsque certains des membres qui composaient l’Assemblée Générale dissoute ne font pas l’objet de poursuites judiciaires, ils peuvent se porter candidats aux élections suivantes à moins que la non poursuite judiciaire ne soit due au fait qu’ils n’ont pas l’âge requis pour la responsabilité pénale. Article 30 sexto: Le Comité Exécutif du Conseil National de la Jeunesse à chaque niveau est dissout lorsqu’une motion de censure est exprimée par les deux tiers (2/3) des membres de l’Assemblée Générale et cette dissolution est notifiée à l’organe supérieur. Au niveau national, il est procédé à la notification du Ministre ayant la jeunesse dans ses attributions. Article 30 septimo: L’exclusion ou le remplacement d’un membre du Comité Exécutif à chaque niveau peut intervenir avant l’expiration du mandat sur décision des deux tiers (2/3) des membres présents à la réunion de l’Assemblée Générale dans les cas suivants: 1° 2° s’il n’est plus à mesure de remplir ses fonctions ; s’il a été condamné définitivement à une peine d’emprisonnement d’une durée supérieure ou égale à six (6) mois ; s’il s’est rendu coupable de discrimination de quelque nature que ce soit; s’il abuse, dilapide, détourne ou vole le patrimoine du Conseil National de la jeunesse ; 3° 4° 5° en cas de démission par notification écrite ; 6° 7° 8° s’il s’absente trois (3) fois consécutives dans une même année aux réunions sans raisons valables; s’il agit à l’encontre des intérêts de la jeunesse ; s’il n’est pas apte à remplir ses fonctions suite à une maladie ou une infirmité constatée par un médecin reconnu par l’Etat ; s’il a été condamné définitivement pour crime de génocide ; 9° 10° s’il est passé à la procédure d’aveu et de plaidoyer de culpabilité pour crime du génocide ; 11° s’il cesse de remplir les conditions requises pour être membre du Comité Exécutif; 12° en cas de dissolution du Comité Exécutif; 13° en cas de décès. Article 30 octo: Un membre du Comité Exécutif peut être suspendu provisoirement pour une période ne dépassant pas six (6) mois pour l’une ou l’autre des raisons suivantes: 1° 2° s’il est susceptible de compromettre l’enquête sur les accusations portées contre lui; lorsqu’il s’est comporté de façon indigne pour un responsable de la jeunesse. Une telle suspension doit s’accompagner d’une lettre expliquant les raisons de sa suspension provisoire. Le Comité Exécutif au niveau national peut être suspendu pour une durée n’excédant pas trois (3) mois lorsqu’il se rend coupable de mauvaise gestion du Conseil National de la Jeunesse. Cette suspension doit avoir pour but de permettre aux Commissaires aux Comptes d’enquêter sur le fonctionnement du Comité Exécutif. Une telle décision est prise par l’Assemblée Générale à la majorité absolue des voix des membres présents à la réunion de l’Assemblée Générale au niveau national. Article 30 nono: Un Arrêté Présidentiel peut également dissoudre les organes du Conseil National de la Jeunesse dans les circonstances suivantes : 1° en cas de nécessité de combiner les élections des organes du Conseil National de la Jeunesse avec celles des Entités Administratives du Pays; 2° chaque fois que de besoin pour intérêt national. »

Ingingo ya 31: Article 31: Article 31 : L’article 28 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Le Conseil National de la Jeunesse peut créer des établissements et des fonds d’épargne et de crédit qui lui permettent de remplir sa mission conformément à la loi.»

Ingingo ya 32: Article 32: Article 32 : L’article 29 de la loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est modifié et complété comme suit : « Le contrôle du patrimoine du Conseil Nationale de la Jeunesse est assuré par : 1° 2° l’audit interne du Conseil National de la Jeunesse ; l’Office de l’Auditeur Général des Finances de l’Etat ».

Article 33: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented by article 29 bis worded as follows: “article 29 bis: the coordinator of the National Youth Council at the national level forwards to the Minister in charge of youth the audit report of the National Youth Council in a period not exceeding three (3) months from the beginning of the accounting year following the year audited”. Article 33 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 29 bis libellé comme suit : « Article 29 bis : Le Coordinateur du Conseil National de la Jeunesse soumet au Ministre ayant la jeunesse dans ses attributions le rapport de l’audit interne du Conseil National de la Jeunesse endéans trois (3) mois à compter du début de l’exercice comptable qui suit l’exercice audité ».

Article 34: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented by article 29 ter worded as follows: “article 29 ter: The funds of the National Youth Council derived from the State budget shall be deposited on an account in the National Bank of Rwanda and shall be managed in compliance with procedures provided for by laws governing the management of State finances. Any other funds of the National Youth Council shall be deposited in commercial banks in accordance with the provisions of the law”. Article 34 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 29 ter libellé comme suit : « Article 29 ter : Les fonds du Conseil National de la Jeunesse provenant du budget de l’Etat sont déposés sur un compte ouvert à la Banque Nationale du Rwanda et la gestion de ce compte se fait suivant les procédures prévues par les lois régissant la gestion des finances de l’Etat. Les autres fonds du Conseil National de la Jeunesse sont déposés dans les banques commerciales conformément aux dispositions prévues par la loi ».

Ingingo ya 35: Itegeko no 24/2003 ryo kuwa 14/08/2003 rigena imikorere n’imiterere y’Inama y’Igihugu y’Urubyiruko ryujujwe n’ingingo ya 29 quater iteye itya: Article 35: Law n° 24/2003 of 14/08/2003 establishing the functioning and organisation of the National Youth Council is complemented by article 29 quater worded as follows: “article 29 quater: The property of the National Youth Council shall be used only for the purpose of fulfilling its mandate. The management and use of the property of the National Youth Council shall be conducted in compliance with laws governing the management of State finances”. Article 35 : La loi n°24/2003 du 14/08/2003 déterminant le fonctionnement et l’organisation du Conseil National de la Jeunesse est complétée par l’article 29 quater libellé comme suit : « Article 29 quater: Le patrimoine du Conseil National de la Jeunesse est utilisé uniquement dans l’accomplissement de sa mission. La gestion et l’utilisation du patrimoine du Conseil National de la Jeunesse se font suivant les procédures prévues par les lois régissant la gestion des finances de l’Etat ».
