This law establishes Umutara Polytechnic and sets rules for its structure, organisation, and functioning. U.P is described as a public higher-education institution with legal personality and autonomy in education, research, administration, financial management, and personnel management. U.P’s head office is in Nyagatare District, and it may be moved elsewhere in the country when necessary. U.P may also have faculties and affiliated centres across the country. U.P’s mission is to provide science and technology education, do research, teach vocational skills, and help the public solve problems. This article defines U.P. institutions and units, including the research center, school, faculty, and department.

Section 1
The U.P Board of Directors may invite a person to its meetings for advice, but the invited person may not vote or take part in debates on other agenda items.
Section 19
In an emergency, the Rector of U.P may take urgent decisions if the Board cannot meet, but must notify the Board Chair in writing within 3 working days.
Section 37
The rights and obligations of administrative, technical, and support staff are governed by the Rwanda public service statutes, higher education law, the law on Umutara Polytechnic, and its internal rules.

This law takes effect on the date it is published in the Official Gazette of Rwanda.
