This provision states that the law is about the organisation and functioning of religious-based organisations. This article defines three terms used in the Law: members of a religious-based organisation, the right and freedom of worship, and a religious-based organisation. Everyone has freedom of worship without prior authorization, but it must be exercised according to the law and without harming public security, order, health, morals, or others’ rights. Religious-based organisations must first register with the competent authority before operating in Rwanda. Religious-based organisations may choose their activities, but they must follow applicable legal rules and may not pursue profit-sharing or political activities.

Section 1
A religious-based organisation may choose its head office location in Rwanda, but it must notify the competent authority.
Section 12
If the competent authority refuses legal personality, it must notify the religious organisation’s legal representative in writing within 60 days and give reasons.
Section 23
If the competent authority finds that a religious-based organisation is not following its mission after the Article 29 monitoring, it warns the organisation in writing.
Section 33
This law starts to apply on the date it is published in the Official Gazette of the Republic of Rwanda.
