About this statute

The Contracting Parties agree to grant each other transit rights, provide facilities for transit traffic, and establish the TTCA. This article defines key terms and sets out the mandate and composition of the Transit Transport Co-ordination Authority. Contracting Parties must allow transit through their territory under the Agreement’s conditions, and the Executive Board and Ministers must carry out listed transit-policy and authority-management functions. The Authority must meet once a year, the Executive Board must meet twice a year, chairmanship rotates annually, and each Contracting Party pays its delegation’s meeting costs. Decisions under this article are to be made by consensus and bind the Contracting Parties; if consensus fails, the matter may go to the Authority or arbitration.
