About this statute

This article states the Agency’s purpose and guiding principles for cultural and technical cooperation. The Agency shall perform the functions listed in this article to achieve its purpose. The Agency must adopt the motto “Equality, Complementarity, Solidarity.” This provision says the Convention has two categories of States: Member States and Associated States. Some French-language states may become party to the Convention by signature, ratification, or accession; ratification or accession takes effect when the instrument is deposited with the designated government.
