This article states the Agency’s purpose and guiding principles for cultural and technical cooperation. The Agency shall perform the functions listed in this article to achieve its purpose. The Agency must adopt the motto “Equality, Complementarity, Solidarity.” This provision says the Convention has two categories of States: Member States and Associated States. Some French-language states may become party to the Convention by signature, ratification, or accession; ratification or accession takes effect when the instrument is deposited with the designated government.

A State party may denounce the Convention by notifying one of two named governments at least six months before the next General Conference meeting.

The host-government of the Constituent Conference, or the government of the country where the Agency’s headquarters is located, must register the Convention with the UN Secretary General when the Convention enters into force.
