Statute overview
About this statute
This article defines key terms used in the Protocol. This article replaces the words “founding fathers” with “founders” in the first paragraph of the Preamble to the Constitutive Act. The article lists the Union’s objectives, including women’s participation in decision-making, common policies on trade/defense/foreign relations, and full participation of the African Diaspora. The Union may intervene in a Member State only with an Assembly decision, for grave circumstances, and on the Peace and Security Council’s recommendation. Member States must not enter incompatible treaties or alliances, and must not let their territory be used for subversion against another Member State. Article 5 adds a new subparagraph (f) for the Peace and Security Council and renumbers the following subparagraphs.

The Assembly must meet at least once a year, may meet in extraordinary session under specified triggers, elect its Chairperson on a rotating basis, and the Chairperson is assisted by a Bureau.
