About this statute

This article says the Agency’s purpose is to promote cultures and strengthen cultural and technical cooperation, while respecting state sovereignty and remaining neutral on ideological and political matters. The Agency must carry out its functions and has powers to coordinate, support, disseminate information, and promote cooperation. The provision sets the Agency’s motto and rules on who may be a member, observer, participant, or consultant, plus withdrawal and contribution payment. This provision says the Convention has two categories of States: Member States and Associated States. States meeting the language condition may become party to the Convention by signature, ratification, or accession; ratification or accession takes effect when the official instrument is deposited with the specified government.
