Le Gouverneur General ou son delegate peut assimiler certains indigenes d’Afrique aux non-indigenes, reglementer ou interdire certaines operations, et soumettre certaines ventes de boissons a licence. Distillation equipment may not be imported, made, installed, held, transferred, sold, or bought unless prior authorization is obtained from the Minister of Colonies or the Governor General. La fabrication de boissons distillées et les autres opérations relatives aux boissons alcooliques à base d’absinthe sont interdites, sauf autorisation préalable du Gouverneur General. Certaines opérations sur les boissons distillées sont interdites aux indigènes d’Afrique, and buying, transporting, possessing, or consuming distilled or fermented drinks sold irregularly is also prohibited.
