LAW Nº 010/2025 OF 27/05/2025 ESTABLISHING AN ENVIRONMENTAL LEVY ON IMPORTED ITEMS PACKAGED IN PLASTIC MATERIALS

This Law establishes an environmental levy on imported items that are packaged in plastic materials for the management of the resulting waste. La présente loi instaure une redevance environnementale sur les articles importés emballés dans des matériaux en matière plastique en vue de la gestion des déchets qui en résultent.

Ingingo ya 2: Isobanura Article 2: Interpretation Article 2 : Interprétation Ingingo ya 2: Isobanura Article 2: Interpretation Article 2 : Interprétation Muri iri tegeko – In this Law – Dans la présente loi – (a) « amahoro » bivuga amafaranga yishyurwa ku bikoresho bitumizwa mu mahanga bipfunyitse mu bikoresho bya pulasitiki; (b) « ibikoresho » bivuga umutungo ufatika cyangwa udafatika upfunyitse mu bikoresho bya pulasitiki; (a) “levy” means a charge applied to imported items that are packaged in plastic materials; (a) « redevance » signifie une imposition appliquée aux articles importés emballés dans des matériaux en matière plastique; (b) “items” means tangible or intangible property packaged in plastic materials; (b) « articles » signifie les biens matériels immatériels emballés dans des ou matériaux en matière plastique ; (c) « ibikoresho bya pulasitiki » bivuga ibintu bikozwe mu bikomoka ku binyabutabire bya peteroli harimo amasashe, bitaremereye, byorohereye kandi bitabora. (c) “plastic means materials” lightweight, soft and non-compostable materials, including plastic carry bags, that are made from substances derived from petrochemicals.

Imported items provided for by this Law are subject to a levy of 0.2% to be calculated on their customs value. Les articles importés prévus par la présente loi sont assujettis à une redevance de 0,2% calculée sur leur valeur en douane.

The levy on imported items is collected at the customs point in accordance with the East African Community Customs Management Act.
