This section defines terms used in the Act and says terms from section 1 of the Public Finance Management Act keep the same meaning unless context shows otherwise. This section defines key budget terms and says Parliament’s appropriation spending must follow this Act, the Public Finance Management Act, and the Division of Revenue Act. Money specifically and exclusively appropriated in the Schedule may be used only for its stated purpose, unless Parliament amends the allocation or purpose. Money allocated in the Schedule may be used only for the stated purposes, unless Parliament changes the amount or purposes by Act. Funds withdrawn under section 29 for 2016/17 spending before the Appropriation Act starts are subject to specified conditions and related acts.
