If there is a conflict, the Act and the specified regulations and notices prevail over earlier laws or other measures with the force of law that applied in the affected area before the Constitution commenced.

In the case of any conflict between the provisions of the Act, regulations or notices referred to in sections 2 and 3, and the provisions of any law, regulation, notice or other measure having the force of law which applied in the affected area immediately prior to 20 the commencement of the Constitution of the Republic of South Africa, 1993 (Act No. 200 of 1993), the provisions of the Act, and the firstmentioned regulations and notices shall prevail.
