This provision states the objectives of the National Qualifications Framework: to create an integrated framework for learning achievements, improve access and progression in education and training, raise quality, address past discrimination, and support learners and national development. This provision creates the South African Qualifications Authority and sets out how its chairperson, members, executive officer, functions, powers, and meetings are to work. The chairperson or a member of the Authority must leave office if certain conditions happen, and the Authority must submit annual income and expenditure estimates to the Minister for approval. The Authority may appoint officers and employees it considers necessary, but only under service conditions set by the Authority and approved by the Minister and Minister of Finance.
