This section inserts a definition for “social service practitioner.” A person with an interest in a child’s care, well-being, and development may apply to the High Court or children’s court for guardianship of the child. This section amends section 45 to require certain matters to be referred to the proper court and to set concurrent jurisdiction for guardianship matters.
