This provision adds a preamble stating government commitments about minerals and petroleum, environmental protection, equitable access, development, crime reduction, and redressing past discrimination.

This provision amends section 111 and provides that the Act is called the Mineral Resources [and Petroleum] Development Act, 2002, and starts when the President sets a date by proclamation in the Gazette.

References in older laws to the Mineral and Petroleum Resources Development Act, 2002 are to be treated as references to the Mineral Resources Act, 2002.
