This section defines several terms and says appropriations and certain stopped funds must be handled and reported as required; it also lets the Minister attach conditions to some appropriations and stop allocations until those conditions are met. The National Treasury may approve certain savings, and the Minister may approve some expenditure before an adjustments budget is passed, subject to stated limits and conditions. R4.2 billion is appropriated as a capital transfer to Gauteng Province for the Gautrain project, subject to a loan agreement and continued compliance with it. The Minister may publish Gazette notices making regulations for matters covered by the Act and related administrative or procedural issues needed to implement or administer it. This section says the Act is called the Appropriation Act, 2009, and it introduces a schedule of expenditure headings.
