This Act amends election laws to let voters temporarily absent from the Republic during elections apply for a special vote. This section substitutes a new long title for the Electoral Laws Act, 2003. A person temporarily absent from the Republic for certain listed reasons must notify the Commission within 15 days after the election date is proclaimed, and must state the absence, intention to vote, and where the vote will be cast. This Act is titled the Electoral Laws Second Amendment Act, 2003, and starts on a date set by the President in the Gazette.

The following long title is hereby substituted for the long title of the Electoral Laws

This section substitutes a new long title for the Electoral Laws Act, 2003.
