The notice establishing a municipality must set out the number of wards, but only for a metropolitan or local municipality. This section amends section 16 of the principal Act by deleting paragraph (e) of subsection (l). The Minister must set the formula by notice in the Government Gazette, and the formula must be based on the number of voters registered on the municipality’s segment of the national common voters’ roll. This provision changes “10 per cent” to “20 per cent” in section 81, and updates district municipality functions and the Minister’s power to authorise local municipalities by notice.
