THE ELECTRICITY (ELECTRICAL INSTALLATION SERVICES) (AMENDMENT) RULES, 2023

1. These Rules may be cited as the Electricity (Electrical Installation Services) (Amendment) Rules, 2023 and shall be read as one with the Electricity (Electrical Installation Services) Rules, 2023 hereinafter referred to as the “principal Rules”. Amendment of rule 4

2. The principal Rules are amended in rule 3 by adding in its alphabetical order, the following new term; “Recognition of Prior Learning” to mean any certificate issued by the relevant training institution or Authority recognising academic or practical competency of a person who has otherwise not attended a formal education or training in the field of electricity.”

3. The principal Rules are amended in rule 4, by- (a) deleting the word “one” appearing in sub rule (2) and substituting for it the word “ten”; and (b) adding immediately after sub rule (2), the following; “ (3)The Authority may exempt any person from obtaining a licence pursuant to section 18(1) of the Act where licensing of such person may occasion a conflict of interest.” 1 Electricity (Electrical Installation Services) (Amendment) Government Notice No. 196 (Contd) Amendment of rule 6

4. The principal Rules are amended in rule 6(1), by- (a) deleting paragraph (e);and (b) renaming paragraphs (f) to (h) as paragraphs (e) to (g) respectively. Amendment of rule 7

5. The principal Rules are amended in rule 7- (a) in sub rule 1(c), by deleting paragraph (i) and substituting for it the following; “(i) degree in electrical engineering or engineering, electromechanical renewable energy engineering or telecommunication engineering or National Technical Award level 8 or equivalent degree in electrical engineering; (b) in sub-rule 1(d),by deleting paragraph (i) and substituting for it the following; “(i)Trade Test Grade I, II, III, NTAL 4, NTAL 5 certificate, Recognition of Prior Learning or its equivalents in electrical installation; or” (c) by deleting paragraph (e); (d) by renaming paragraphs (f) to (h) as paragraphs (e) to (g) respectively; (e) in paragraph (f) as renamed, by- (i) adding the words or renewed energy” word sub immediately the “electrochemical” appearing paragraph (i); after in (ii) adding the words “or renewable energy” word sub the immediately “electrochemical” appearing paragraph (ii); (f) in paragraph(g) as renamed, by- after in (i) adding the words “telecommunications or renewable energy” immediately after the word “electrochemical” appearing in 2 Electricity (Electrical Installation Services) (Amendment) Government Notice No. 196 (Contd) sub paragraph(i); and (ii) adding immediately after sub rule 3, the following; “(4) Notwithstanding any provisions of these Rules, licence classes S3, D and C are exclusively reserved for Tanzanian applicants and no foreigner shall be issued with such licences” Amendment of rule 12

6. The principal Rules are amended in rule 12, by- (a) deleting the word “six” appearing in sub rule (3) and substituting for it the word “three”; and (b) adding immediately after sub rule (3), the following; “(4) An application for upgrade a licence shall be supported by a copy of the licence in respect of which the upgrade relates.” Amendment of rule 13

7. The principal Rules are amended in rule 13 by adding the phrase “provided that the maximum suspension shall not exceed a period of twelve months” immediately after the word “suspension” appearing in sub rule (3). Amendment of rule 19

8. The principal Rules are amended in rule 19 by deleting the the word “certificate” appearing in sub rule (3) and substituting for it the word “report”. Amendment of rule 21

9. The principal Rules are amended in rule 21 by deleting subrule (i) and substituting for it the following; “(1) A licensee who undertakes any electrical installation work outside the scope of his licence shall be deemed to be undertaking electrical installation works without a licence.” 3 Electricity (Electrical Installation Services) (Amendment) Government Notice No. 196 (Contd) Amendment of Fourth Schedule
