In case blasting is involved, it should be done in accordance with the governing regulations and should be performed by a competent and qualified personnel and be performed so as to provide adequate protection to the general public, livestock, wildlife, telephone, telegraph, power lines, underground structures and any other property in the proximity of the blasting; buildings, (f) ensure that in grading the right of way, every effort should be made in order to minimize damage to the land, and to prevent abnormal drainage and erosive conditions. The land is to be restored to as nearly original condition as is practical; (g) ensure that in constructing pipeline crossings railroads, highways, streams, lakes and rivers safety precautions such as sign, light, guard rails, etc., should be maintained in the interest of public safety. The crossing should comply with the applicable rules, regulations, and restrictions of regulatory bodies having jurisdiction.
