THE PETROLEUM (ABC GENERAL SUPPLIES CO. LTD T/A (CATE OIL)) (CONSTRUCTION APPROVAL) NOTICE, 2020

1. This Notice may be cited as the Petroleum (ABC General Supplies Co. Ltd T/A (Cate Oil)) (Construction Approval) Notice, 2020. Interpretation

2. In this Notice, unless the context otherwise requires- “applicant” means ABC General Supplies Co. Ltd T/A (Cate Oil ) of P. O. Box 22110, Dar es Salaam; “Authority” means the Energy and Water Utilities Regulatory Authority established under the Energy and Water Utilities Regulatory Authority Act; and “construction approval” means an approval issued by the Authority pursuant to section 128(1) of the Petroleum Act.

3. The applicant is hereby granted a construction approval to construct a petroleum products retail outlet at Plot No. 983 Block "L" at Kingolwira Area, in Morogoro Municipality, Morogoro Region subject to the following conditions: Cap. 414 Cap .392 Granting of construction approval (a) the retail station shall be constructed in the Tanzania Bureau of accordance with Standards TZS 1115:2009 and TZS 1079:2009; (b) due care shall be exercised during excavation and installation of underground tanks; (c) the layout of the retail station shall meet the minimum safety distances in accordance with 1 Petroleum (Abc General Supplies Co. Ltd T/A (Cate Oil)) (Construction Approval) GN NO. 343 (Conted) Cap 340 Tanzania Bureau of Standards TZS 1079:2009; (d) the underground tanks and associated pipelines shall be well protected from corrosion and the back filling shall be done properly using non- corrosive materials; (e) the underground storage tanks and pumps together with the connecting pipes and fittings shall be constructed so as to prevent any leakage of fuel; (f) underground storage tanks and dispensing pumps shall be calibrated by the Weights and Measures Agency established under the Weights and Measures Act; (g) the forecourt of the retail station shall be paved with impervious materials at the pump island with a drainage provision connected to oil and water separator; (h) an emergency shut off switch shall be installed in a conspicuous and accessible area; (i) ensuring that there shall be adequate and clean toilet facilities at all times; (j) clear and visible safety warning signs shall be installed at the dispensing pumps, including but not limited to "switch off engine", "switch off mobile phone" and "no smoking"; the entrance, exit and at (k) each storage tank shall be fitted with vent pipes with a minimum height of 3.6 metres; (l) each pump shall be protected with crash barriers with the height of one meter above the ground; (m) the offloading manhole shall be constructed in accordance with good petroleum industry practices and the offloading receiving pipes shall be provided with couplings to prevent spillages during offloading; (n) the retail station shall be covered with a canopy covering at least the pump island and constructed in accordance with good petroleum industry practices; and (o) a price board shall be erected in a conspicuous place.
