THE PETROLEUM (LPG STORAGE AND FILLING PLANT NGORONGORO GAS AND OIL COMPANY (T) LIMITED) (CONSTRUCTION APPROVAL) NOTICE, 2020

1. This Notice may be cited as the Petroleum (LPG Storage and Filling Plant Ngorongoro Gas and Oil Company (T) Limited) (Construction Approval) Notice, 2020. Interpretation

2. In this notice, unless the context otherwise Cap. 414 Cap.392 Grant of construction approval requires- “applicant” means Ngorongoro Gas and Oil Company (T) Limited of P. O. Box 72465, Dar es Salaam; “Authority” means the Energy and Water Utilities Regulatory Authority established under the Energy and Water Utilities Regulatory Authority Act; and “construction approval” means an approval issued by the the to section 128 of Authority pursuant Petroleum Act.

3. The applicant is hereby granted a construction approval to construct LPG Storage and Filling Plant on Plot No. 2 Block ‘N’, Vijibweni Area in Kigamboni Municipality in Dar es Salaam subject to the following conditions: (a) bulk storage tanks and filling plants shall be constructed in accordance with the applicable international standard which is South African National Standard - SANS 10087-3:2008; (b) the layout of the facility shall meet the minimum 1 Troleum (Lpg Storage And Filling Plant Ngorongoro Gas And Oil Company (T) Limited) (Construction Approval) GN NO. 347(Conted) in accordance with safety distances the applicable international standard which is South African National Standard - SANS 10087- 3:2008; (c) there shall not be any aerial obstruction at the site; (d) the storage tanks and associated pipelines shall be well protected from corrosion; (e) the storage tanks and pumps together with the fittings must be connecting pipes constructed so as to prevent any leakage; and (f) the storage tanks and associated pipelines system shall be pressure tested; (g) the storage tanks and associated pipelines system shall undergo Non – Destructive Tests such as x-ray and ultrasound; (h) the facility should be provided with appropriate fire-fighting system in accordance with the applicable international standard which is API Standard 2510A; (i) there shall be clear and visible safety warning signs throughout the facility which include but not limited to "switch off engine", "switch off mobile phone" and "no smoking; (j) the facility shall be well surfaced with impervious materials and there shall be no deep ditch in the surrounding to avoid LPG settling; (k) the filling plant shall be located in a such manner that it allows manoeuvrability and at least 50ft from the storage tanks; (l) the filling plant shall have a canopy or roof of a non-combustible material to provide weather protection and to protect the filling equipment from direct sunlight. The canopy or roof when fitted shall be at least 2.5 meters above floor level and so designed as to allow free movement of air past the filling equipment and operators; (m) the facility shall be free from weeds, open drains, depressions etc. Weed killers which constitute fire hazard shall not be used to remove weeds at installation points; and (n) the facility shall be well fenced with property 2 Troleum (Lpg Storage And Filling Plant Ngorongoro Gas And Oil Company (T) Limited) (Construction Approval) GN NO. 347(Conted) boundary with at least two exits.
