THE PETROLEUM (LPG STORAGE AND FILLING PLANT FOR TAIFA GAS TANZANIA LIMITED) (CONSTRUCTION APPROVAL) NOTICE, 2020

1. This Notice may be cited as the Petroleum (LPG Storage and Filling Plant for Taifa Gas Tanzania Limited) (Construction Approval) Notice, 2020. Interpretation

2. Unless the context otherwise requires: Cap. 414 Cap.392 Granting of construction approval “applicant” means P.O. Box 77578 Dar es Salaam; Taifa Gas Tanzania Limited of “authority” means the Energy and Water Utilities Regulatory Authority established under the Energy and Water Utilities Regulatory Authority Act; and “construction approval “means an approval issued by the Authority pursuant to Section 128 the Petroleum Act,to construct LPG Storage and Filling Plant.

3. The applicant is hereby granted a construction approval to construct LPG Storage and Filling Plant on Plot No. 17, Block ‘A’, Mangamba area, Mtwara – Mikindani Municipality in following Mtwara Region subject conditions: the to (a) bulk storage tanks and filling plants 1 Petroleum (Lpg Storage And Filling Plant For Taifa Gas Tanzania Limited) (Construction Approval) shall be constructed in accordance with the applicable international standard which is South African National Standard - SANS 10087-3:2008; (b) the layout of the facility shall meet the minimum in safety applicable accordance with international standard which is South African National Standard - SANS 10087-3:2008; distances the (c) there shall not be any aerial obstruction at the site; (d) the storage tanks and associated pipelines shall be well protected from corrosion; (e) the storage tanks and pumps together with the connecting pipes and fittings must be constructed so as to prevent any leakage; (f) the storage tanks and associated pipelines system shall be pressure tested; (g) the storage tanks and associated pipelines system shall undergo Non – Destructive Tests such as x-ray and ultrasound; (h) the facility should be provided with appropriate fire-fighting system in accordance with applicable international standard which is API Standard 2510A; the (i) there shall be clear and visible safety warning signs throughout the facility to which include but not limited 2 Petroleum (Lpg Storage And Filling Plant For Taifa Gas Tanzania Limited) (Construction Approval) "switch off engine", "switch off mobile phone" and "no smoking; (j) the facility shall be well surfaced with impervious materials and there shall be no deep ditch in the surrounding to avoid LPG settling; (k) the filling plant shall be located in a such manner allows manoeuvrability and at least 50ft from the storage tanks; that it (l) the filling plant shall have a canopy or roof of a non-combustible material to to provide weather protection and protect the filling equipment from direct sunlight. The canopy or roof when fitted shall be at least 2.5 meters above floor level and so designed as to allow free movement of air past the filling equipment and operators; (m) the facility shall be free from weeds, open drains, depressions etc. Weed killers which constitute fire hazard shall not be used to remove weeds at installation points; and (n) the facility shall be well fenced with property boundary with at least two exits. 4. The construction approval shall automatically expire or cease to have effect if such construction fails to take effect within twenty-four months from the date of issue.
