THE PETROLEUM (MASUNGA MLYELA MIZINGO T/A MIZINGO FUEL STATION) (CONSTRUCTION APPROVAL) NOTICE, 2020

1. This Notice may be cited as the Petroleum (Masunga Mlyela Mizingo T/A Mizingo Fuel Station) ion Approval) Notice, 2020. (Construct Interpretation

2. In this Notice, unless the context otherwise requires: “applicant” means Masunga Mlyela Mizingo T/A Mizingo Fuel Cap. 414 Cap. 392 Granting of construction approval Station of P. O. Box 22 Masumbwe; “Authority” means the Energy and Water Utilities Regulatory Authority established under the Energy and Water Utilities Regulatory Authority Act; and “construction approval” means an approval issued by the Authority pursuant to section 128(1) of the Petroleum Act.

3. The applicant is hereby granted a Construction Approval to construct a petroleum products retail outlet at Plot no 396 Block ‘C’ Mbugani Area in Mbogwe District in Geita Region subject to the following conditions: (a) the retail station shall be constructed in accordance with the Tanzania Bureau of Standards TZS 1115:2009 and TZS 1079:2009; (b) due care shall be exercised during excavation and installation of underground tanks; (c) the layout of the retail station shall meet the minimum safety distances in accordance with Tanzania Bureau of Standards TZS 1079:2009; (d) the underground tanks and associated pipelines shall be well protected from corrosion and the back filling shall be done properly using non-corrosive 1 Petroleum (Masunga Mlyela Mizingo T/A Mizingo Fuel Station) (Construction Approval) GN NO. 827 (Conted) materials; Cap 340 (e) the underground storage tanks and pumps together with the connecting pipes and fittings shall be constructed so as to prevent any leakage of fuel; (f) underground storage tanks and dispensing pumps shall be calibrated by the Weights and Measures the Weights and Agency established under Measures Act; (g) the forecourt of the retail station shall be paved with impervious materials at the pump island with a drainage provision connected to oil and water separator; (h) an emergency shut off switch shall be installed in a conspicuous and accessible area; (i) ensuring that there shall be adequate and clean toilet facilities at all times; (j) clear and visible safety warning signs shall be installed at the entrance, exit and at the dispensing pumps, including "switch off engine", "switch off mobile phone" and "no smoking"; (k) each storage tank shall be fitted with vent pipes with a minimum height of 3.6 metres; (l) each pump shall be protected with crash barriers with the height of one meter above the ground; (m) the offloading manhole shall be constructed in accordance with good petroleum industry practices and the offloading receiving pipes shall be provided spillages during to prevent with couplings offloading; (n) the retail station shall be covered with a canopy covering at least the pump island and constructed in accordance with good petroleum industry practices; and (o) a price board shall be erected in a conspicuous place.
