The Petroleum (Tanzania Petroleum Development Corporation –Construction of Natural Gas Distribution Facilities

1. This Notice shall be cited as the Petroleum (Tanzania Petroleum Development Corporation –Construction of Natural Gas Distribution Facilities at Mwenge-Mbezi Beach Area in Dar es Salaam) (Construction Approval) Notice, 2023. Interpretatio n

2. Unless the context otherwise requires- “Applicant” means Tanzania Petroleum Development Corporation of P. O. Box 2774 Dar es Salaam; “Authority” means the Energy and Water Utilities Regulatory Authority the Energy and Water Utilities Regulatory Authority Act; and; established under “Construction Approval” means an approval issued by the Authority pursuant to section 128(1) the Petroleum Act.

3. The Applicant is hereby granted a Construction Approval to undertake construction of 12.4km long 63- 250mm HDPE and associated facilities for supplying natural gas to hotel and industrial customers in Mbezi Beach area in Kinondoni district subject to the following conditions- Cap. 414 Cap 392 Granting of a Constructi on Approval 1 Petroleum (Tanzania Petroleum Development Corporation –Construction of Natural Gas Distribution Facilities at Mwenge-Mbezi Beach Area In Dar Es Salaam Region) (Construction Approval) GN. NO. 335 (Contd) testing commissioning) (a) comply with the approved design, technical specifications, processes (installation, construction, and and welding, demarcated right of way or other applicable laws; (b) ensure each natural gas pipeline or other related facilities in accordance with comprehensive written specifications or standards issued by Tanzania Bureau of Standards or other applicable laws; is constructed (c) ensure that construction inspection requirements for pipelines or other related facilities is adequate in order to assure compliance with the material, testing construction, welding, assembly and the requirements of Tanzania Bureau of Standards; the standards issued by (d) ensure that natural gas pipeline or other related facilities are constructed within the approved route that was selected with a view to minimizing the possibility of hazards from future industrial or urban development, encroachment of the right of way or line routing and damage to environment or historical sites; is involved, it should be done (e) ensure that there are minimal inconveniences to the residents around the facility and the safety of the public is given prime consideration. The land is to be restored to the nearly original condition as is practical; (g) ensure that in constructing pipeline crossings railroads, highways, streams, lakes and rivers safety precautions such as sign, light, guard rails, etc. should be maintained in the interest of public safety. The crossing should comply with the applicable rules, regulations and restrictions of regulatory bodies having jurisdiction. Prior to the construction of a pipeline crossing, arrangement should be made with the pertinent authority in charge of the facility to be crossed; (h) ensure that the route is surveyed and staked and such staking and marking be maintained during construction as per conditions given in the permit granted by wayleave or right of way owner; (i) the pipeline should be properly located within the right of way by maintaining surveying during construction; (j) ensure that the depth of the ditch is appropriate for the route location, surface use of the land, terrain features and loads imposed by roadways and railroads. Each installed with enough clearance from any other underground structure to allow proper maintenance and to protect against damage that might result from proximity to other structures; (m) ensure that welding equipment is of a size and type suitable for the work and is maintained in a condition that ensures acceptable welds, continuity of operation and safety of personnel; (n) observe environmental, health and safety standards as required by the applicable laws. Health and safety of all the personnel and equipment should be taken into account and ensure use of Personal Protective Equipment (PPE) all the time including head hat, safety glasses, safety boots and use of fire extinguisher; (o) ensure all existing utilities whether regulated by the Authority or not are protected from damage and formally communicate with operators of such utilities to request their presence on site during project execution; (p) ensure warning tape is used to enclose a working area; include corrosion protection (q) install pipeline protection and monitoring systems system which relief valves, (cathodic protection), pressure shutoff valves, pressure gauges, delineation of ROW, leak detection system, pigging system for cleaning and monitoring pipeline thickness and effective communication systems; line markers right-of-way, pipeline, aerial and venting markers are installed along the pipeline route; and (r) ensure including (s) ensure line markers have appropriate warning signs, warning notices and emergency telephone 4 Petroleum (Tanzania Petroleum Development Corporation –Construction of Natural Gas Distribution Facilities at Mwenge-Mbezi Beach Area In Dar Es Salaam Region) (Construction Approval) GN.
