A holder of a communication license must pay a universal service levy to the Fund. The provision amends a fee rule so the charge starts at 0.5% of yearly gross revenue and rises annually up to 1%, and it defines operating revenue by excluding interconnection fees and revenue from outside the communications industry. The principal Regulations are amended by adding new text immediately after regulation 5, titled “Contribution to the Fund”. The Authority must contribute an amount to the Fund, as proposed by the Fund and approved by the Minister, and pay it quarterly in arrears.
