This section gives the Regulations their short title and says they must be read together with the 2009 principal Regulations. A holder of a communication license must pay a universal service levy to the Fund. The provision amends a fee rule so the charge starts at 0.5% of yearly gross revenue and rises annually up to 1%, and it defines operating revenue by excluding interconnection fees and revenue from outside the communications industry.
