These Regulations may be cited by the stated short title and are to be read together with the 2021 principal Regulations. Regulation 2 is amended to replace “contractor” with “service provider” in the definition of “certificate of conformity,” and to add a new definition of “service provider.” The Bureau must check shelf-life requirements before issuing import clearance permits, batch certificates, or certificates of conformity for commodities with a definite shelf life. A batch certificate application for fertilizer and other final raw materials whose products have been certified by the Bureau must not be charged batch certification fees. The principal Regulations are amended by deleting regulation 14.

These Regulations may be cited by the stated short title and are to be read together with the 2021 principal Regulations.

1. These Regulations may be cited as the Standards and Batch Certification) (Imports Registration (Amendment) Regulations, 2025 and shall be read as one with the Standards (Imports Registration and Batch Certification) Regulations, 2021, hereinafter referred to as the “principal Regulations”.
§ 2The principal Regulations are amended inSubstitution

Regulation 2 is amended to replace “contractor” with “service provider” in the definition of “certificate of conformity,” and to add a new definition of “service provider.”

2. The principal Regulations are amended in regulation 2 by- (a) deleting the word “contractor” appearing in the definition of “certificate of conformity” and substituting for it the words “service provider”; and term the (b) adding in the appropriate alphabetical order the following new definition: “service provider” means a person who has been authorised, contracted or engaged by the pre- Bureau conduct of verification shipment conformity to standards;”. to Amendment of regulation 3
§ 3The principal Regulations are amended inAmendment

The principal Regulations are amended in regulation 3 by- (a) adding immediately after subregulation (3) the following: 1 “(4) Where commodities have Standards (Imports Registration and Batch Certification) (Amendment) Regulations GN. No. 127 (Contd) a definite shelf life, the Bureau shall, before issuing an import clearance permit, batch certificate or certificate the of conformity, determine commodities have a defined and marked shelf life of at least- that from (a) 75% of the remaining shelf the date of life manufacture, in the case of food products at the port of entry or, in the case of food products with a shelf-life of more than 18 months, at least 12 months at the port of entry; and (b) 50% of the remaining shelf life the date of manufacture, for all other commodities.”; and from (b) renumbering subregulations (4) and (5) as subregulations (5) and (6) respectively. § 17(1) An importer shall, priorAmendment

17.-(1) An importer shall, prior to shipment of commodities and products provided in the list published under regulation 16, ensure that such commodities are and the pre-shipment inspected under verification of conformity to standards programme. products (2) Without prejudice to subregulation (1), a service provider shall conduct pre-shipment inspection of commodities and products as per the requirements provided by the Bureau. (3) An importer shall ensure that food and cosmetic products are the Bureau before registered by submitting to the service provider for pre-shipment inspection save for non- prepacked food. (4) The service provider shall issue- (a) a certificate of conformity of certificate or roadworthiness to products commodities or conforming with the national applicable standards or international standards foreign or standards recognised by the Bureau; or (b) a non-conforming report non-conforming for commodities or products. 3 Standards (Imports Registration and Batch Certification) (Amendment) Regulations GN. No. 127 (Contd) (5) The importer shall, in two weeks before the consignment, submit to the Bureau the following documents: the arrival of (a) certificate of conformity or of certificate roadworthiness; (b) shipping documents including bill of lading or airway road or consignment note; bill (c) invoice; (d) tax assessment document; (e) packing list; and (f) any other documents as the Bureau may require.
