4.-(1) A person shall seek and obtain a licence from the Authority before conducting electrical installation activity. (2) Any person who contravenes the provisions of subrule (1) commits an offence and shall on conviction, be liable to a fine not exceeding one million shillings or to imprisonment for a term not exceeding five years or both. (1) A person who desires to be issued with
People seeking an electrical installation licence must apply online in the Authority’s prescribed form and include the listed documents and fee.
5.-(1) A person who desires to be issued with electrical installation licence shall make online application in the form and manner prescribed by the Authority. (2) an application for a licence shall be accompanied by: (a) copies of the applicant’s academic certificates; (b) a curriculum vitae of the applicant; (c) a recently taken passport size colored photo with blue background; (d) relevant work permit for non-citizen applicants; 5 Electricity (Electrical Installation Services) Rules GN. NO.113 (Contd.) (e) a non-refundable application fee as prescribed in the First Schedule to these Rules; and (f) valid Tax Identification Number (TIN). (3) For the purpose of subrule 2(a), an academic certificate issued by a foreign institution shall be certified by the relevant authority in Tanzania. (1) The following shall be the classes of licences
The Authority issues several licence classes for electrical installation work, and Class A, B, C, and D licensees cannot do specialized-licence work unless they also hold a specialized class licence.
6.-(1) The following shall be the classes of licences issued by the Authority: (a) Class A: issued to carry out electrical installation works at all voltage levels; issued issued (b) Class B: to carry out electrical installation works of voltage level up to 33,000 Volts; (c) Class C: to carry out electrical installation works of voltage level up to 1000 Volts; (d) Class D: to carry out electrical installation works of voltage level up to 230 Volts; (e) Class W: to carry out electrical installation works under electrical supervisors who possess licences Class A, B, C,S1,S2,S3 or D; issued issued issued (f) Class “S1”: to conduct specialized electrical installation works at all voltage levels; (g) Class “S2”: to conduct specialized electrical installation works up to 33000Volts; and issued (h) Class S3: issued to conduct specialized electrical installation works up to 1000Volts. the scope of (2) Notwithstanding the works prescribed, a licensee under classes A, B, C and D shall not be allowed to undertake any work under specialized licence unless the licensee possess a specialized class licence. (1) A person shall not be issued with an
An electrical installation licence cannot be issued unless the person meets the class-specific qualification and experience requirements. The Authority may also issue a licence to an accredited applicant using similar qualification levels, and may require an oral or practical interview.

NO.113 (Contd.) for obtaining electrical installation personnel licence (a) in case of Class “A” licence, possess any the following: (i) of certificate as professional electrical engineer and relevant academic certificates; registration engineering (ii) degree in electrical engineering or electromechanical or National Technical Award level 8 or above and three years of relevant practical working in electrical installation works, one of which in high voltage installations; (iii) national Technical Award Level 7 or in experience Diploma Higher Electrical/Electromechanical Engineering and four years of relevant practical electrical installation works, two of which in high voltage installations; or experience in (iv) national Technical Award Level 6 or in Technician Certificate Full electrical/electromechanical engineering and five years of relevant practical working in electrical installation works, three of which in high voltage installations; experience (b) in case of “Class B” licence, possess any of the following: in experience engineering (i) degree in electrical engineering or or electromechanical National Technical Award level 8 and relevant practical two years of working electrical installation works, one of which in medium voltage installations; or (ii) National Technical Award Level 7 or in higher electrical/electromechanical engineering and three years of relevant practical electrical installation works, one and half of experience diploma in 7 Electricity (Electrical Installation Services) Rules GN. NO.113 (Contd.) which in medium voltage installations; or Technician Certificate (iii) National Technical Award Level 6 or or in Full equivalent electrical/electromechanical engineering and four years of relevant in practical working electrical installation works, two of which in medium voltage installations. (c) in case of “Class C” licence, possess any of the experience following: (i) degree in electrical engineering or electromechanical or National Technical Award level 8 or equivalent electrical engineering; engineering degree in (ii) National Technical Award Level 7 or in higher electrical/electromechanical engineering or equivalent in electrical installation; diploma diploma (iii) National Technical Award Level 6 or in ordinary Electrical/electromechanical or Full Technician Engineering Certificate in electrical engineering or equivalent in electrical installation; (iv) National Technical Award level 4, National Technical Award level 5, or Trade Test Grade I /level III or its equivalent and two years of relevant practical working in electrical installation works; or experience (v) Trade Test Grade II /Level II or its equivalent and three years of relevant in practical working electrical installation works. (d) in case of “Class D” licence, possess any of the experience following: (i) Trade Test Grade I, II, III, NTAL 4, 8 Electricity (Electrical Installation Services) Rules GN. NO.113 (Contd.) NTAL 5 certificate or its equivalent in electrical installation; or (ii) beginners, short courses, intermediate courses, or advanced equivalent with three years working experience installation in electrical works. certificate (e) in case of “Class W” licence, possess either beginners, short courses, intermediate courses, advanced certificate or any other qualifications in electrical recognized technical institutions; installation from (f) in case of class “S1” licence, possess any of the following: (i) as of registration certificate professional Electrical/electromechanical engineer and three years of relevant practical in specialized electrical experience installation works, one of which in high voltage installations; engineering (ii) degree in electrical engineering or or electromechanical National Technical Award level 8 and relevant practical four years of in specialized working experience electrical installation works, two of which in high voltage electrical installation works; in diploma (iii) National Technical Award Level 7 or higher Electrical Engineering and five years of relevant practical experience in specialized electrical installation works three of which in high voltage electrical installations; or (iv) National Technical Award Level 6 or in full technician electrical/electromechanical engineering or equivalent and six years of relevant practical working certificate 9 Electricity (Electrical Installation Services) Rules GN. NO.113 (Contd.) in specialized electrical experience installation works, four of which in high voltage installations; (g) in case of a “Class S2” licence, possess any of the following: (i) as of registration certificate Professional Electrical/electromechanical Engineer three years relevant practical and experience in specialized electrical installation works, one of which in medium voltage installations; (ii) bachelor in degree or electrical engineering electromechanical engineering or National Technical Award level 8 and three years of relevant practical working experience in specialized electrical installation in medium works, voltage installations; or two of which (iii) National Technical Award Level 7 and in or Higher Diploma above Electrical/electromechanical Engineering and four years of relevant practical experience in specialized electrical installation works, one and half years of which in medium voltage installations; (h) in the case of “Class S3” licence, possess any of the following: 10 Electricity (Electrical Installation Services) Rules GN. (i) degree in electrical/ electromechanical engineering or National Technical Award level 8 and above or equivalent degree in electrical/electromechanical engineering and one year of relevant practical working experience in the installation electrical specialized works; (ii) National Technical Award Level 7 or in diploma higher electrical/electromechanical engineering or equivalent and two years of relevant practical experience in specialized electrical installation works; or (iii) National Technical Award Level 6 or in ordinary diploma electrical/electromechanical Engineering or Full Technician Certificate in electrical engineering or equivalent and three years of relevant in practical working specialized installation works; experience electrical (iv) National Technical Award level 4 or Trade Test Grade I, II or its equivalent and four years of relevant practical working experience in specialized electrical installation works; (2) Without prejudice to sub rule (1), the Authority may, using a level similar to the qualifications prescribed under sub rule (1), award a licence to an application accredited by a recognized academic institution and the licence shall be commensurable level of accreditation provided that, the applicant shall meet any other licensing conditions as the authority may prescribe.. the to (3) In addition to the requirements prescribed in these Rules and at the discretion of the Authority, an applicant for a licence may be required to undertake an oral or practical interview or both, which shall be 11 Electricity (Electrical Installation Services) Rules GN. (1) The Authority shall constitute a committee to
The Authority must set up a committee to review applications, check that information is complete, and make recommendations to the Board.
8.-(1) The Authority shall constitute a committee to evaluate all applications and verify their completeness of information contained therein and give recommendations to the Board for decision. (2) The Committee constituted under sub-rule (1) shall comprise of the following members: (a) technical manager of the Authority who is responsible for licensing matters who shall be the Chairperson; (b) legal manager of the Authority who responsible for Licensing and Enforcement; (c) one principal engineer of the Authority who is is responsible for licensing matters; (d) one officer from the legal services Division of the Authority who is responsible for licensing matters; (e) one member from training institutions; and (f) one member from the Ministry responsible for electricity matters. the (3) The Committee shall be served by Secretariat comprised of the senior electricity inspector and the assistant clerk the Authority. licensing officer both from (4) Upon receipt of a complete application, the committee shall evaluate the application and give its recommendations to the Authority for decision. The Authority may approve, refer back, or reject an application, and may adjust licence terms or require verification. A granted applicant must collect the licence within three months.
9.-(1) The Authority shall, upon receipt of recommendations from the committee have powers to- (a) approve the application and issue a licence for a term of five years; (b) refer back the application; or (c) reject the application. 12 Electricity (Electrical Installation Services) Rules GN. (2) Notwithstanding the licence term prescribed under subrule (1) (a), the Authority may issue a licence for a shorter term where the circumstances so require and may grant the applicant any licence class relevant to his academic qualification and experience regardless of the licence class applied for. (3) An applicant who is granted a licence by the Authority shall, within a period of three months, collect the licence from the Authority. (4) Without prejudice to the requirements contained in these Rules, the Authority may require an applicant for specialized license works to be verified by either accredited institution or any other entity proposed by the Authority. (1) The Authority may refuse to issue a licence
The Authority may refuse to issue a licence in specified cases, and if it does so it must tell the applicant in writing and give reasons.
10.-(1) The Authority may refuse to issue a licence Safe keeping of a licence (a) (b) (c) the Authority is satisfied that the application does not comply with the provisions of the Act or any applicable law; the Authority is satisfied that the applicant has submitted false information; and the Authority is satisfied that the licensing of a person will occasion a conflict of interest. (1) A licensee shall keep a license in safe
A licensee must keep the license safe and, if it is lost or damaged, report it immediately to the Authority and police.
11.-(1) A licensee shall keep a license in safe custody and in event of loss or damage of the licence, the licensee shall immediately report to the Authority and police respectively. (1) A licensee shall inspect, test and record
A licensee must inspect, test, and record installation information for safety, give the owner a copy of the as-installed drawing after completion, issue the client a certificate, and let the Authority inspect the premises at any time.
17.- (1) A licensee shall inspect, test and record information on the installation so as to ensure its safety. (2) A licensee in charge of an installation shall, after completion of the installation work, ensure that a copy of "as installed drawing” is produced and handed over to the owner of the premise for custody and the owner shall keep such copy and produce the same if required by the Authority. (3) A licensee shall, upon completion of an installation work, issue a certificate to the client in the 16 Electricity (Electrical Installation Services) Rules GN. A licensee must immediately report any accident during electrical installation works to the Authority.
18.-(1) A licensee shall immediately report to the Authority of any accident occurring in the course of carrying out electrical installation works. (2) The Authority may, where it deems necessary, carry out investigation for the purpose of establishing the cause of accident for enabling the Authority to prescribe measures to avoid recurrence and mitigate the effects. (3) The Authority may, where circumstances justfy, hire an independent expert to investigate any accident that happened in the course of discharging a work licensed under the Act and those Rules. (1) An owner or occupier of a premise shall
Owners or occupiers must use licensed people for electrical installation work and ensure inspections happen at the prescribed intervals; the licensee must issue a certificate after periodic inspections.
19.-(1) An owner or occupier of a premise shall only employ or contract a licensed person to undertake electrical installation works. (2) An owner or occupier of a premise shall ensure the installation is inspected by a licensed electrical installation personnel in accordance with the intervals prescribed in the Third Schedule to these Rules. (3) The licensee shall, on completion of periodic inspections issue a certificate as prescribed in the Fourth Schedule to these Rules. (4) Where an owner or occupier contravenes the provision of subrule (2), the said premise shall be rendered ineligible for power supply and where the Authority deems it proper and for public interest, may appoint a qualified person to undertake the inspection at the cost of the said owner or occupier.

In these Rules, unless the context otherwise
This section defines key terms used in the Rules, including the Authority, licence, licensee, voltage levels, and several technical terms.
3. In these Rules, unless the context otherwise Cap. 131 requires- “Act” means the Electricity Act; “applicable law, law” means any written treaty, proclamation, regulation, rule, order or by-law that is customarily treated in Tanzania as having legally binding force and which is relevant to matters pertaining to regulation of the electrical installation services; Cap. 414 “Authority” means the Energy and Water Utilities Regulatory Authority established under the provisions of the Energy and Water Utilities Regulatory Authority Act; “Best Industrial Practices” means practices in accordance with the most up to date international standards that are generally accepted in the electricity industry for the conduct of the electricity activities taking into account economic, technological and environmental aspects. relevant safety, the 3 Electricity (Electrical Installation Services) Rules GN. (1) A licensee who obtains higher qualifications
A licensee may apply to upgrade a licence after gaining higher qualifications, must apply to renew a licence two months before expiry if renewal is intended, and must apply for a new licence if renewal is not applied for within six months after expiry.
12.-(1) A licensee who obtains higher qualifications within the term of a licence, than indicated in the application may apply to the Authority for upgrading the licence to the appropriate higher class. (2) A licensee shall, if he intends to renew the licence, apply to the Authority for renewal of the licence two month prior to its expiry. (3) A licensee who fails to apply for renewal of the licence six months after expiration of the licence, shall be obliged to apply for a new licence. - 13 Verify source ↗
(1) Subject to the provisions of the Act, the
The Authority may suspend or revoke a licence for specified misconduct, but must first give written notice and allow the licensee 30 days to respond.
13.-(1) Subject to the provisions of the Act, the Authority may suspend or revoke a licence where - (a) it discovers that the licence was obtained by deliberate or negligent submission of false information or statements; (b) it discovers that the licence was obtained through submission of forged documents; (c) the licensee has contravened the Act, these Rules or any terms or conditions of the licence; (d) the licensee has intentionally, recklessly or negligently undertaken substandard electrical installation work; and (e) the licensee has been convicted or found guilty of an offence relating to misrepresentation or fraudulent conduct in relation to the licensed activities. (2) The Authority shall, before suspending or revoking a licence under subrule (1), give written notice to the licensee of its intention to suspend or revoke a licence shall state the reasons for the intended suspension or revocation and require the licensee to make representations within thirty days as to why the licence should not be suspended or revoked. (3) The Authority may revoke or suspend a licence, where the licensee has failed to explain satisfactorily why the licence should not be revoked or suspended. (4) Upon the suspension of a licence, the Authority shall specify in writing, the period of such suspension. 14 Electricity (Electrical Installation Services) Rules GN. NO.113 (Contd.) (5) Upon the revocation of a licence, the Authority shall notify the licensee in writing, of the revocation and from that date the licence so revoked shall be void. (1) A licensee shall, within fourteen days after

14.-(1) A licensee shall, within fourteen days after receiving a copy of the order of suspension or revocation, return the licence to the Authority. (2) A person who contravenes the provisions of this rule commits an offence and shall, on conviction, be liable to a fine of three hundred thousand shillings. (1) A licensee who undertakes any electrical

21.-(1) A licensee who undertakes any electrical installation work outside the scope of his licence shall be liable to a fine of two hundred thousand shillings.
