About this statute
Council members appointed under this paragraph serve for three years, may be reappointed after the first term, but cannot be reappointed for a third term. The Council must meet at least once every three months, and the Chairman or Vice-Chairman may call a special meeting on a written request from a majority of members. If a Council member is unable to attend a meeting, the person acting for that member must represent the member after notifying the Chairman in writing, and that representative may vote. A regular Council meeting needs half the members present for quorum; an extraordinary meeting needs a quarter. Council decisions are generally made by majority vote, with the presiding person casting a deciding vote if there is a tie. The Council may also decide by written circulation, and any member may ask for deferral to a meeting.
