The Council must have a Chairman and between seven and fifteen other members, with the Chairman appointed by the President and the other members appointed by the Minister. The members must elect one of their number as Vice-Chairman of the Council. Council members generally serve for the period set in their appointment, or three years if no period is set, and some members may resign by written notice. If a Council member who holds another office cannot attend a meeting, that member may nominate someone from their organisation to attend instead. If a member leaves office before the end of the term, the appointing authority may appoint a replacement, who serves for the rest of the term.
