This section defines several terms used in the Act, including “domestic animals,” “fly area,” “Minister,” and “vehicle.” The Minister may, by order published in the Gazette, declare a defined area to be a tsetse fly area for this Act. The Minister may make regulations to control movement in a fly area and to support tsetse-fly inspection and removal measures.
