About this statute
This provision defines “appointing authority” and says that “member” includes the Chairman, unless the context requires otherwise. The Board must include a Chairman and between seven and ten other members. The Chairman is appointed by the President, and the other members are appointed by the Minister from people with relevant experience and capacity. Board acts and proceedings are not invalid just because membership is incomplete, a member’s appointment is defective, or a member is disqualified to act. Board members serve for the appointed term, or three years if no term is stated, and may resign by written notice to the appointing authority. If a Board member misses three consecutive meetings without reasonable excuse, the Board must inform the appointing authority, and that authority may end the member’s appointment and replace the member.
