About this statute
The Minister appoints the Chairman, and the Council elects one of its members as Vice-Chairman. Council members generally serve for three years, may be reappointed once, and can lose membership if specified events happen. The Council must meet at least every three months, and the Chairman or Vice-Chairman may call extra or special meetings in specified circumstances. The Council can meet only if at least two thirds of the members in office are present, and proposed matters are decided by a majority of votes of members present. Council orders, directives, and notices must be signed by the Chairman, the Secretary, or another officer the Secretary has authorised in writing.
