Purpose and legislative effect
“The members of the Council must appoint the Chairman of the Council.”
The members of the Council must appoint the Chairman of the Council. Council members serve for three years, may be re-appointed, and may resign by written notice to the Chairman. If a Council member leaves before the end of the term, the Council must appoint a replacement to serve the rest of that term. Certain people cannot be appointed to the Council. The Council must meet regularly, appoint a Vice-Chairman for one year on rotation, and follow set rules for convening meetings. Special meetings must be held within 21 days after a written request signed by at least half the members. The Council may also co-opt an expert, but the co-opted person cannot vote. A Council member who cannot attend a Council or Committee meeting may nominate another person in writing to stand in for that meeting.

Section 1

Section 3

Section 6
The Council may meet only when the quorum rule is met, decisions are made by a simple majority of members present, each member has one vote, and the meeting chairman has a casting vote if votes are equal.
Section 8
The Council may act even if there are vacancies among its members, and its acts are not invalid just because someone was improperly appointed as a member.
