Purpose and legislative effect
“Board members generally serve five years, may be re-appointed once for three years, and can leave office for specified reasons; the roads Minister also has duties and a removal power.”
Board members generally serve five years, may be re-appointed once for three years, and can leave office for specified reasons; the roads Minister also has duties and a removal power. The Board must meet when required and at least four times a year; members must choose a vice chairman; and the Chairman (or Vice-Chairman in his absence) may call a special meeting, which must be called within 14 days if at least seven members request it. A Board meeting has a quorum only if more than half of the voting members are present. Board decisions are made by the majority of members present, unless another rule applies. The Chairman has a casting vote if votes are equal, and members must not participate in decisions where they or certain close associates have a direct or indirect pecuniary interest. The Board may set its own procedure for how its meetings are conducted.
