About this statute
The Minister appoints the Board’s chairman and members, and Board members generally serve for three years and may be re-appointed. The members must elect a Vice-Chairman of the Board from among their own number. The Board must meet at least six times a year, and the Chairman or Vice-Chairman must convene and preside over meetings under specified absence rules. The Board can act by majority rules: a simple majority forms a quorum, decisions are by resolution of members present and voting, each member has one vote, and the Chairman has a casting vote if votes are tied. Board meeting minutes must be kept in proper form and signed by the Chairman and Secretary after the Board adopts them.
