About this statute
The Governing Council is given power to manage the Institute’s business affairs and carry out its functions. The Council must have seven members, and the Minister appoints the Chairman and the other members on the Board’s recommendation. Council members serve for three years and may be re-appointed. The Council may appoint Institute employees, and the Minister may vary the Institute’s functions. Four Council members make a quorum, Council decisions are taken by a simple majority of members present, each member has one vote, and the meeting Chairman gets a casting vote if votes are tied. Council meeting minutes must be kept properly, confirmed at the next sitting, and signed by the Chairman of the meeting.
