The Agency’s functions include supporting smallholder tea growers and tea development, and the Minister can change those functions or direct the Agency on how to carry them out. This section sets how the Agency’s Board is appointed and how it must operate, including meeting frequency, notice, and who chairs meetings. The section sets quorum, voting, casting-vote, and written-circulation rules for Board or Agency decisions. Minutes of each Board or Agency meeting must be kept, then confirmed by the Board at its next meeting, and signed by the meeting chair. The Minister appoints the Director General on the Board’s recommendation. The Director General serves for five years and may be renewed if the Board is satisfied with performance. The Board may appoint officers, and the Director General must employ staff needed for the Agency’s functions.
