The National Irrigation Act

At the commission’s first meeting, its members must elect a Vice Chairman.

Commission members serve for three years and can be re-appointed once unless their membership ends for misconduct or unexplained absence from three consecutive Commission meetings.

The Commission must meet at least three times a year, and the Chairman or Vice Chairman handles ordinary meetings; special meetings can be convened in writing with support from at least three members.

Five members make a quorum for a meeting of the Commission.

The Commission may co-opt any person to attend its meeting, but the co-opted person has no right to vote.

A member with an interest in a matter before the Commission or Sub Committee must disclose that interest promptly and must not take part in decisions or, unless the meeting agrees by majority, in deliberations on that matter.

The Commission may regulate its own proceedings, subject to this Schedule.

The Commission must prepare an annual report on its current and future activities.

The Minister must, in consultation with the Minister responsible for finance, prescribe the emoluments and allowances payable to Commission members.
