The Village Committee must carry out listed functions to support and protect persons with disabilities in the village. The Committee must prepare and submit a report every quarter to the Council Committee about the welfare and development of persons with disabilities. The Ward Executive officer is entitled to a copy of that report. The District Commissioner appoints the Committee’s Chairman, and the Committee elects its Vice-chairman from among its members. Committee members serve for three years, can be reappointed for one more term, and may resign with one month’s written notice.

Short title
This section sets out who sits on the Village Committee and allows the committee to co-opt additional people to its meetings.
1.–(1) The Village Committee shall be composed of the following mem- bers: (a) Village Chairman; (b) Village Executive Officer, who shall be the Secretary to the Committee; 230 ©2025 Government of Tanzania. Application
The Village Committee must carry out listed functions to support and protect persons with disabilities in the village.
2. Functions of the Village Committee shall be to - (a) ensure realisation of potential and rights of persons with disabilities within the village area; (b) support persons with disabilities, their families and organisations to perform effective planning for poverty alleviation through income generating activities; (c) keep proper records of the meetings; (d) keep statistical data or Register of persons with disabilities in the village area; (e) perform monitoring and effective implementation of various activities and directives related to persons with disabilities at the village level; (f) coordinate all activities of person with disabilities in the village; and (g) protect and promote all matters related to the welfare and development of persons with disabilities in their village. - 3 Verify source ↗
Interpretation

Basic principles
The District Commissioner appoints the Committee’s Chairman, and the Committee elects its Vice-chairman from among its members.

Obligation for realisation of rights of persons with disabilities
Committee members serve for three years, can be reappointed for one more term, and may resign with one month’s written notice.
5.–(1) A member of the Committee shall hold office for a period of three years from the date of his appointment and shall be eligible for re-appointment for another one term. (2) A member may resign from office by giving one month notice in writing to the Chairman of the Committee; and where a member resigning is a Chairman, the notice shall be submitted to the District Commissioner. Equality and non- discrimination
Committee meetings need a quorum of half the total members, including the Chairman and the Secretary.

Awareness raising
Committee decisions are made by majority vote using secret voting, and the Chairman has a casting vote if votes are equal.
7.–(1) The decisions of the Committee shall be determined by the ma- jority of votes which shall be reached under the secret voting system and in case of equality of votes, the Chairman shall have a casting or an ex- tra vote. Establishment of National Advisory Council
The Committee must meet quarterly, and it may hold extra-ordinary meetings when needed. The Chairman, Vice-Chairman, or another appointed person convenes the meetings.

The Committee may make its own rules to better carry out its day-to-day activities.
9. The Committee may, for the better carrying out of its day to day ac- tivities, make its own rules.
