本條文說明本條例是依《總統府組織法》第25條制定。 總統得從符合列舉資格的人中，特聘31至47名國策顧問，並從委員中指定1人為主任委員。 會議時，由主任委員召集並主持國策顧問委員會會議；總統府資政可以出席。 國策顧問委員會除總統交議者外，得隨時就建國有關事項向總統提供意見。 國策顧問委員會在必要時，可以請有關機關提供參考資料，或派員出席會議。
